The foundation of the construction of the Digital Bay Area lies in embedding data elements into all aspects of social development to provide new sources of motivation for digital innovation and development.

  Currently, the digital economy is becoming a key force in reorganizing global factor resources, reshaping the global economic structure, and changing the global competitive landscape. To achieve high-quality development in the Guangdong-Hong Kong-Macao Greater Bay Area, it must seize opportunities in digital technology research and development and the digital economy, and take the lead in establishing a high-level digital bay area. The foundation of the construction of the Digital Bay Area lies in embedding data elements into all aspects of social development to provide new sources of motivation for digital innovation and development. With the release of the "Three-Year Action Plan for the Construction of the "Digital Bay Area"" by the General Office of the Guangdong Provincial People's Government in November last year, it marked that the construction of the Digital Bay Area has entered the comprehensive implementation stage, and the significance of the construction of the Digital Bay Area has been further highlighted.

  Today, digitalization is leading a new round of industrial change. On the one hand, the information technology industry with a solid foundation supports the Pearl River Delta's pioneering development and continuous breakthroughs in digital industries such as artificial intelligence, big data, industrial Internet, and cloud computing. On the other hand, the transformation and upgrading of traditional manufacturing industries has released huge demand potential and created huge market momentum for the development of digital industries and the advancement of digital technology. At the same time, digital technology is being widely used in various key areas of production and life. The Pearl River Delta is cultivating and accelerating the establishment of integrated digital business, digital industry, digital infrastructure, digital society, digital government and digital science and technology innovation system. Especially in the field of daily life, Internet payment technology has become popular in Guangdong, Hong Kong and Macao, further promoting the connectivity of people's livelihoods. The new digital marketing model has activated new space for commercial development in the three places, and the convenience of financial transactions such as personal account settlement and cross-border payments in the Greater Bay Area has also been significantly improved. Smart transportation makes cities closer and cargo transportation more efficient.

  Relying on their outstanding advantages in finance, shipping, aviation, trade, international marketing, etc., and relying on their globally recognized business environment and good economic exchange foundation, Hong Kong and Macao play the role of "super connectors" and continuously strengthen the Guangdong-Hong Kong-Macao Greater Bay Area. The Bay Area's openness and development advantages have driven the Greater Bay Area to gather global high-end elements and integrate into the global economic network. The Pearl River Delta region has an active economy and a solid industrial foundation. In particular, the digital economy has full potential and momentum. Through the construction of the Digital Bay Area, the comprehensive economic strength of the Guangdong-Hong Kong-Macao Greater Bay Area will be strengthened, new momentum for the digital economy will be gathered, and it will better participate in the global industrial division of labor. and international competition.

  To build a digital bay area in the future, we need to focus on the following aspects:

  Use big data to support the coordinated development of the three places in the Greater Bay Area and promote digital government affairs to assist urban governance. On the one hand, we will further promote the digitalization, intelligence, and refinement of public services to promote the convenient and free flow of factors and accelerate the construction of world-class urban agglomerations. First, steadily promote the construction of a cross-domain multi-dimensional big data cloud computing platform, and further develop in the areas of government data integration and commonality among the three places, big data mining applications, data standard system construction, improvement of government information resource sharing catalogs, and privacy and security specifications for data sharing and exchange. Strengthen the connection and formulate unified standards in digital information standardization, digital infrastructure and other aspects to create a better in-depth integration environment for the Guangdong-Hong Kong-Macao Greater Bay Area. Second, introduce emerging technologies such as blockchain into the digital government platform, and use the advantages of blockchain technology such as distributed collaboration, identity verification, traceability, and non-tampering to trace the data circulation process in Guangdong, Hong Kong and Macao, clarify the definition of rights and responsibilities, and Realize the full life cycle management of government data, solve existing government informatization problems, empower e-government, and facilitate the implementation of smart government.

  On the other hand, we should actively respond to the challenges brought by digitalization and intelligence to public governance, accelerate the construction of an efficient and unified digital service cloud platform, and strive to promote digital government innovation. Specifically, we are committed to building a data-aware network, cloud computing support platform and intelligent service portal, building a city database covering finance, transportation, safety, environmental protection, taxation, public security and other fields, and establishing a city database covering time, space, objects, people and events. A multi-dimensional system of information. Adhering to the principles of "physical decentralization, logical concentration, full coverage, overall planning, resource sharing, and independent controllability", we will build a comprehensive governance platform for the Guangdong-Hong Kong-Macao Greater Bay Area to achieve the organic unity of urban services, urban management, and social governance.

  Continue to improve digital infrastructure construction and narrow the development gap within the region. Improve the digital infrastructure that includes technologies such as cloud computing, data intelligence, intelligent networking, and mobile collaboration, break down data barriers, eliminate digital islands, and use data as a production factor at all stages of regional development to correct resource misallocation and optimize factors. Configure and improve industrial layout to meet the demands for balanced and adequate regional development, and achieve increasing marginal returns of data production factors to form a positive network effect and gradually narrow the "digital divide" among cities within the Greater Bay Area.

  Use digital technology to empower cross-border services and continuously optimize the business environment in the Greater Bay Area. First, it is necessary to further develop and improve the Internet arbitration cloud platform, use digital technology to promote the connection with the legal rules of Hong Kong and Macao, and use this as technical support to effectively resolve new disputes such as cross-border e-commerce and cross-border capital flows, and gradually transcend time and geography obstacles to improve the ability and level of integrating the overall legal service resources in the Greater Bay Area.

  Second, we must vigorously develop blockchain, cloud computing, big data, and artificial intelligence technologies, enhance the application of technologies in anti-money laundering, inclusive finance, risk control, speech recognition, supply chain finance and other fields, and promote cross-border cooperation between the three places. Realization of payment facilitation; focusing on cross-border financial fields such as big data connectivity, promoting the development of financial technology formats such as crowdfunding, online investment and financial management; setting up digital technology laboratories such as big data, Internet of Things, and blockchain to cultivate digital technology talents; Accelerate the cross-border interconnection of financial capital and innovation elements in the three places and promote the complementarity of advantages and functions.

  Third, in view of the security and privacy issues of cross-border data and information flow, governments at all levels must make full use of information technologies such as the Internet, big data, and artificial intelligence to optimize the supervision and management of data sharing behaviors between government and enterprises. Through standardized, institutionalized and indexed technical governance methods, we can realize the supervision of data sharing among Guangdong, Hong Kong and Macao, and more accurately, quickly and comprehensively assess and define the relevant responsibilities of the governments and enterprises in the three places, in order to further establish and improve a scientific and effective The data sharing and information circulation system lays the foundation.
