In his address, the political scientist noted that in each constituent entity of Russia, regional regulations regulate the issues of social support measures for young Russian families with children.

At the same time, this regulation often focuses on the registration of citizens living in the region, which ultimately affects the level of social support received by families.

So, if a family in a conditional region has permanent registration, its child has all the provided social rights.

Moreover, if a family has lived in the region for many years, both parents officially work and pay taxes in this region, all family members are citizens of Russia but have temporary registration, their child may have limited rights, Orlov noted.

“In this regard, I ask you to consider the feasibility of amending federal legislation and other regulations in terms of establishing an obligation for the constituent entities of the Russian Federation to harmonize the conditions for receiving social support measures for Russian citizens living in the region, regardless of the type of registration available,” it says in the text of the appeal.
