Indexation of social pensions

On April 1, social pensions for old age, disability and loss of a breadwinner were indexed by 7.5%.

As the Ministry of Labor stated earlier, indexation will increase payments for 4.1 million people. The department clarified that 37.5 billion rubles are allocated for these purposes in 2024 in the federal budget.

In January, old-age insurance pensions were also indexed by 7.5%.

Regional rules for the sale of alcohol

From April 1, the regions of the Russian Federation received the right to establish a requirement for the sale of beer, cider and other alcoholic beverages in restaurants, bars, cafes, buffets, as well as to limit the time for the sale of alcoholic beverages at public catering outlets (with the exception of restaurants) located in apartment buildings and on territories adjacent to them.

Earlier, State Duma Speaker Vyacheslav Volodin said that many residents of apartment buildings complain about the work of the “nalivoks”. According to him, at night such points sell alcohol, attracting antisocial visitors.

Northern delivery

From April 1, the procedure for supplying basic vital goods for residents of the Far North and similar areas will change. Cargo within the northern delivery will be divided into three categories.

The first included medicines, food products, including meat that was not available before, as well as various types of fuel, clothing and even school textbooks. In the second - cargo necessary for state needs, in the third - everything else.

The Ministry of Eastern Development of the Russian Federation will act as the single federal coordinator for northern delivery.

21 subjects of the Russian Federation are included in the list of northern delivery territories: the Republic of Altai, Buryatia, Karelia, Komi, Yakutia, Tuva, Transbaikal, Kamchatka, Krasnoyarsk, Perm and Khabarovsk territories, Amur, Arkhangelsk, Irkutsk, Magadan, Murmansk, Sakhalin and Tyumen regions, Nenets and Chukotka Autonomous Okrug, Khanty-Mansiysk Autonomous Okrug.

Unified Insurance System

From April 1, insurers in the field of compulsory motor liability insurance, voluntary motor third party liability insurance, land transport insurance (except railway) and housing will be required to transfer information to the Automated Insurance Information System (AISS).

Individuals will be able to obtain information from there, including information about the MTPL policy, through the State Services portal.

Changes in obtaining a driver's license

From April 1, a number of changes regarding driving license exams come into force.

In particular, driving schools will be required to have a conclusion from the traffic police on the compliance of their educational and material base with the standards. The procedure for exchanging foreign driver's licenses for Russian ones is being clarified.

In addition, drivers who are subject to administrative penalties for drunk driving and certain other violations will not be able to retake the driver's license test. We are talking about the duration of the punishment imposed on them.

Fines for selling tobacco

From April 1, 2024, responsibility will be strengthened in the field of production and circulation of tobacco and nicotine-containing products, tobacco products and raw materials for their production.

Thus, administrative liability is established for violation of requirements for the production or circulation of tobacco products, nicotine-containing products and raw materials for their production, for example, for the circulation of products without labeling or the sale of raw materials for tobacco products to minors. Punishment is provided up to a fine of 1 million rubles with confiscation of manufactured products, products, equipment and raw materials.

In this case, the statute of limitations for bringing to justice for such violations will be one year.

Housing Code

From April 1, 2024, the concept of “housing redevelopment” will be clarified. Now it will be considered any change in the boundaries and area of ​​premises, including the formation of new ones.

This simplifies the transfer of residential premises to non-residential premises and vice versa.

The corresponding changes will ensure uniformity of law enforcement practice and protect the rights of citizens.

Short-term rental housing

From April 3, the owner of a home can rent it out, in particular, under a short-term rental agreement, but only subject to the rights and legitimate interests of neighbors, as well as the presence of energy meters.

This will avoid situations where other neighbors are forced to pay for the tenant.

State system in the field of healthcare

From April 1, Roszdravnadzor will begin to actively monitor the entry of information about medical organizations and doctors into the Unified State Information System in the field of healthcare.

The completeness and relevance of the information in it will improve the quality of territorial planning in the field of healthcare, which will further increase the availability of medical care.

Air carrier liability for flight delays

From April 1, the fine for air carriers for delaying flight departure will increase approximately fourfold and amount to 100 rubles for each hour of delay, but not more than 50% of the fare.

An exception is circumstances beyond the control of the carrier. The passenger also has the right to demand compensation for losses in addition to the fine.

New payment principle for long-term gas supplies

On April 1, a law enshrining the “take or pay” principle for long-term gas supplies comes into force, which implies that consumers, in the event of a failure to collect gas, guarantee the gas supplier payment for the cost of the supplied gas in the billing period. If consumers do not receive the required volume of gas, the supplier will have to reimburse the cost of the shortfall.

The concept of “gas supply and gasification scheme for a constituent entity of the Russian Federation” is also introduced.

Protection of cultural heritage sites

On April 15, a law comes into force that defines the list of works permitted on the territory of an identified cultural heritage site. In particular, these are works to preserve monuments and ensembles located within the boundaries of the territory of a landmark; work to ensure the preservation of the historical, urban or natural environment; repair and reconstruction of capital construction projects without increasing their volumetric and spatial characteristics.

Along with this, a ban is introduced on the demolition of buildings that have signs of a cultural heritage site.

Preservation of monuments of the Great Patriotic War

From April 17, an initiative will come into force that will allow local governments to carry out repairs at cultural heritage sites that perpetuate the memory of the events, participants and victims of the Great Patriotic War more quickly.

It will be enough for municipalities to notify the local cultural heritage protection authorities about ongoing repairs. At the same time, historical and cultural expertise will not be needed, which will make it possible to hire ordinary workers. 

At the same time, a separate register of monuments of the Great Patriotic War will be created in the general register of cultural heritage objects. WWII monuments will include burials of soldiers with tombstones, steles, obelisks and fences.
