According to the Chinese Government website, the State Council recently issued an approval (hereinafter referred to as the "Approval") on the "Overall Plan for the Construction of the China-Shanghai Cooperation Organization Ice and Snow Sports Demonstration Zone". The approval stated that the "Overall Plan for the Construction of the China-Shanghai Cooperation Organization Ice and Snow Sports Demonstration Zone" (hereinafter referred to as the "Overall Plan") was agreed in principle. The "Overall Plan" was issued by the Heilongjiang Provincial People's Government and the General Administration of Sports, and was carefully organized and implemented.

　　Your request for instructions on the "Overall Plan for the Construction of the China-Shanghai Cooperation Organization Ice and Snow Sports Demonstration Zone" has been received. The reply is now approved as follows:

　　1. Agree in principle with the "Overall Plan for the Construction of the China-Shanghai Cooperation Organization Ice and Snow Sports Demonstration Zone" (hereinafter referred to as the "Overall Plan"). The "Overall Plan" was issued by the Heilongjiang Provincial People's Government and the General Administration of Sports, and was carefully organized and implemented.

　　2. The construction of the China-Shanghai Cooperation Organization Ice and Snow Sports Demonstration Zone must adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implement the spirit of the 20th National Congress of the Party, be based on the new development stage, and completely, accurately and comprehensively implement the new development concept. Accelerate the construction of a new development pattern, give full play to the role of the China-Shanghai Cooperation Organization Ice and Snow Sports Demonstration Zone as an important platform in promoting exchanges and cooperation in sports, culture, talent, industry and other fields between the Shanghai Cooperation Organization countries and the countries co-building the "Belt and Road", and encourage pioneering Experiment, innovate systems and mechanisms, and improve the level of internal and external openness and cooperation.

The Heilongjiang Provincial People's Government should effectively strengthen organizational leadership, improve mechanisms, clarify division of labor, implement responsibilities, strengthen risk prevention and resolution, and solidly and effectively promote the China-Shanghai Cooperation Organization ice and snow sports demonstration in accordance with the overall requirements and key tasks specified in the "Master Plan" District construction work.

The General Administration of Sports should work with relevant departments according to the division of responsibilities to strengthen the overall coordination, supervision and guidance of the construction of the China-Shanghai Cooperation Organization Ice and Snow Sports Demonstration Zone, and create a good environment for the construction of the China-Shanghai Cooperation Organization Ice and Snow Sports Demonstration Zone.
