On March 27, President Xi Jinping met with representatives of the U.S. business community and strategic academia, Dutch Prime Minister Mark Rutte, and Sri Lankan Prime Minister Gunawardena respectively. In all three meetings, President Xi mentioned the topic of business environment.

Why is the business environment so important?

As far as business entities are concerned, the business environment is the soil for the survival and development of enterprises, just like sunlight, water and air are as indispensable to human survival. When choosing investment locations, business leaders would rather trade higher land and labor costs for a better business environment than go to areas with a relatively lagging business environment.

As far as a region is concerned, the quality of the business environment not only directly affects the amount of investment, but also affects the operating conditions of enterprises in the region, which ultimately has an important impact on the region's economic development, fiscal and tax revenue, social employment, etc.

In 2023, China's economic growth rate will rank among the best among the world's major economies, and its contribution to world economic growth will continue to exceed 30%. This is naturally inseparable from the continued optimization of the business environment.

In recent years, our country has deepened the reform of "delegating power, delegating power, delegating power, delegating power, delegating power, delegating power, delegating power and optimizing services", formulated the Regulations on Optimizing the Business Environment, accelerated the construction of a unified national market, built a high-standard market system, and continuously promoted various business entities such as state-owned enterprises, private enterprises, and foreign-funded enterprises to unleash their vitality. . Up to now, China's business environment ranking has improved from 96th in 2013 to 31st in the world, becoming one of the economies with the most significant improvement in the global business environment.

How to further continuously optimize the business environment?

When communicating with representatives from the U.S. business community and strategic academic circles, President Xi Jinping expressed his strategic thinking and arrangements: "We are planning and implementing a series of major measures to comprehensively deepen reforms and continue to build a market-oriented, legal and international first-class business environment, providing companies from all over the world, including U.S. companies, with broader space for development.”

Building a market-oriented, legal and international first-class business environment is a matter that requires continuous efforts and long-term success. In February this year, the State Council Information Office held a regular briefing on State Council policies. The head of the Law Department of the National Development and Reform Commission proposed at the meeting that they would focus on achieving "five better" optimization of the business environment and directly address the outstanding concerns of business entities and pain points of enterprises. Difficult and stuck issues.

At the same time, we should also be soberly aware that economic globalization has encountered countercurrents in recent years, and economic and trade frictions have intensified. Some countries are keen on pursuing technology monopolies and frequently block our country. Some multinational companies abuse their first-mover advantages to raise market entry thresholds and compress the development space of Chinese companies. However, China has always believed that the binary oppositional thinking of you losing and me winning, black and white, is outdated long ago. A truly safe world should be one of deep integration and interdependence.

"All countries should work hard to improve their business environment and solve their own problems. They can't always whitewash themselves and blame others. They can't be like a flashlight that only shines on others but not on themselves." At the first China International Import Expo, President Xi Jinping We take a clear-cut stand against protectionism and unilateralism, and advocate "jointly building an open world economy."

Since then, when communicating with political figures from many countries on different occasions, President Xi has expressed the hope that all countries will "continue to provide a good business environment for Chinese companies" and "provide Chinese companies with a fair, transparent and non-discriminatory business environment."

In the long run, economic globalization is still a historical trend, and division of labor and cooperation among countries for mutual benefit and win-win results are the long-term trend. World Bank research shows that the direct driving effect of an improved business environment on GDP growth rate and social investment rate is 0.3% and 0.36% respectively. It can be seen that the business environment plays an important role in whether the economy develops well or not.

In today's world, the trend of economic globalization is irreversible, and no country can engage in construction behind closed doors. China has long been deeply integrated with the world economy and international system.

When meeting with Dutch Prime Minister Rutte this time, President Xi Jinping said, "I hope the Netherlands will provide a fair and transparent business environment for Chinese companies." When meeting with Sri Lankan Prime Minister Gunawardena, President Xi also expressed the hope that Sri Lanka will provide a fair and transparent business environment.

The three meetings, with the same topic, conveyed the determination to work with other countries to create a good business environment and the confidence to help companies in various countries develop high-quality development.

The business environment can only be better, but not the best. For countries around the world, only by working together to continuously optimize the business environment, further stimulate market vitality, and attract and boost international investment can we inject new momentum into global common prosperity.
