The Civil Guard of Bizkaia, within the framework of the 'Desbizka' Investigation, has located a person alive, reported

missing

by his

ex-wife, children and brothers

, after more than 21 years without knowing his whereabouts.

The disappearance report was filed at the Civil Guard headquarters in Barakaldo (Bizkaia) in 2009, it was reported that

the last contact with the missing person occurred on January 1, 2003,

that he could live on the street in the Zorrotza neighborhood of the capital of Biscay and which had various medical and economic problems.

The investigators, taking into account the type of disappearance, carried out efforts to locate this person at the last address provided by the relatives and in nearby streets in the Zorrotza neighborhood of Bilbao (Bizkaia), with negative results.

In application of the Protocol for Action of the Security Forces and Corps in Cases of Missing Persons by the National Center for Missing Persons (CNDES), the Civil Guard proceeded to take

DNA from one of his children,

giving a

negative

result . There was also no death certificate in the civil registry, nor registration in any town hall.

However, the investigators did

locate a checking account

in use at a bank branch in Caparroso (Navarra), into which the missing person's pension continued to be deposited, verifying that it was withdrawn in cash twice at the beginning. of each month, the Civil Guard explains in a note.

As a consequence, the civil guards of Bizkaia moved to that town, in order to locate the person carrying out these extractions. Finally, on March 19, the missing person was found residing in Caparroso in perfect health.

The Civil Guard informed the missing person of the information on him and whether he wished to provide his whereabouts or contact information to the family that reported his disappearance. The missing person reported that,

although he did not have a telephone, they could contact a cohabitant or, if necessary, go visit him

. He clarified that he currently resides with a family of fairgrounds and that since 2007 he has traveled with them from fair to fair. Finally, on March 20, the Civil Guard notified his sister of his appearance.

The Civil Guard has explained that, as this is

a voluntary disappearance

of a person of legal age, the investigations are aimed solely at their location. It is the decision of the missing person to inform relatives of their whereabouts or of some method of contact. If not, they would be informed only of the location.

The judicial authorities receive notification of the exact location with the cessation of police location investigations and they end the judicial procedure if there is no criminal offense linked to the fact.

No disappearance case is archived. The action of the Civil Guard and the National Center for Missing Persons (CNDES) is continuous.
