“Today we must say clearly that the moratorium on the death penalty, which was adopted in 1996 in connection with joining the Council of Europe, must be interrupted. Today there can be no other form of punishment for these scumbags than capital punishment,” RIA Novosti quotes him as saying.

The head of the Duma faction “United Russia” Vladimir Vasiliev said earlier on the air of “Russia 24” that the topic of the death penalty will be thoroughly studied and a decision will be made in accordance with the expectations of society.

As noted by the head of the Federation Council Committee on Constitutional Legislation and State Building, Andrei Klishas, the decision of the Constitutional Court on the death penalty does not imply exceptions and the possibility of lifting the moratorium in individual cases.

According to Russian Presidential Press Secretary Dmitry Peskov, the Kremlin is not involved in discussions about the death penalty in Russia.
