Formalism and bureaucracy are the enemies of the development of the party and the country. Discipline inspection and supervision agencies at all levels must conscientiously implement the arrangements and arrangements of the third plenary session of the 20th Central Commission for Discipline Inspection, and vigorously correct formalism and bureaucracy that are strongly reflected by cadres and the masses. We should pay close attention to the phenomena that affect the implementation of the Party Central Committee's decisions and deployments, and resolutely correct problems such as poor implementation of slogans, localism, and superficiality. We should pay close attention to the phenomena of inaction and disorder that affect high-quality development, and thoroughly rectify problems such as greed for big money and foreign affairs, willful decision-making, perfunctory duties, and cold-blooded pushback. We should pay close attention to the phenomenon of increasing the burden on the grassroots, and continue to correct problems such as high-level meetings, clustering of supervision and inspections, excessive work, overloading of tasks, and "formalism on the fingertips." We should pay close attention to the distortion of the view of power and the misalignment of the view of political performance, and strive to correct problems such as eager for quick success, squandering the benefits, wasting people and money on performance projects, and falsifying data. It is necessary to improve and refine the punishment mechanism for formalism and bureaucracy, and encourage party members and cadres to use more real efforts on actual results and less on formalities.

Fight hard against formalism and bureaucracy

The Third Plenary Session of the Central Commission for Discipline Inspection emphasized that formalism and bureaucracy, which are strongly reflected by cadres and the masses, must be severely punished. The word "heavy fist" is the solemn declaration and clear requirement of the Party Central Committee that the attitude of correcting formalism and bureaucracy in the new journey will remain unchanged and the intensity will not be reduced. Discipline inspection and supervision agencies at all levels will take action upon hearing the order and take more determined and practical measures to resolutely fight this tough and protracted battle.

To severely combat formalism and bureaucracy, we must be united and face difficulties and tackle them to the end. Formalism and bureaucracy are the enemies of the Party and the people. To deal with formalism and bureaucracy, we must have the courage to fight against formalism and bureaucracy resolutely, long-term and thoroughly. For more than ten years, the Party Central Committee has corrected the "four winds" with the spirit of nailing nails, leading changes in the party's conduct and political style, and rallying the hearts and minds of the party and the people. In the face of the huge achievements achieved, some people have developed the idea of blind optimism and taking a breather. There are also some people who hate formalism and bureaucracy very much, but they dare not use force or leave the truth when making rectifications, or "the flashlight only shines on others, not on themselves", causing new problems of formalism and bureaucracy. All regions, all units and the majority of party members and cadres, especially leading cadres, must conscientiously study and implement General Secretary Xi Jinping’s important thoughts on the party’s self-revolution, and truly put themselves and their responsibilities in correcting formalism and bureaucracy, and truly Put it into action. Discipline inspection and supervision agencies at all levels must benchmark against the Party Central Committee’s decisions and deployments, adopt a firm attitude, advance despite difficulties, bravely chew the “hard bones”, move forward step by step, accumulate small victories into big victories, and promote the continuous transformation of the party’s style and political style .

We must vigorously combat formalism and bureaucracy, focusing on strong measures and resolute actions. To correct formalism and bureaucracy, we must avoid empty slogans, use formalism to fight formalism, and use bureaucracy to cure bureaucracy. We must confront hard problems with real actions and achieve practical results. Only when there is "fear" can there be "precaution". Typical cases must be grasped to strengthen deterrence and promote rectification on a point-by-point basis. It is necessary to focus on prominent issues such as performance projects and image projects, "one size fits all", overweighting at all levels, and increasing the burden on the grassroots. A number of clues should be discovered through inspections, overt inspections, and secret investigations. We should pay close attention to public opinion information and mass reports to sort out a number of clues and promote the transfer of functional departments. A batch of clues, in-depth verification, serious handling of violations of regulations and disciplines, public notification of typical cases, reporting of a typical problem through investigation and handling, and promoting the resolution of a type of problem. Many formalism and bureaucracy problems are often "manifested at the grassroots level and rooted at the top." It is necessary to grasp the "key minority" and carry out rectification at the top level. It is necessary to supervise and promote various departments to identify several outstanding problems in their own units, fields, and systems, and concentrate their efforts on rectification. Adhere to the principle of "looking up from below", and promptly urge higher-level departments to study and rectify problems that are strongly reported by grassroots cadres and the masses. There are various problems of formalism and bureaucracy, and we must focus on key issues to deepen rectification, and drive the overall work forward with key breakthroughs. It is necessary to strengthen analysis and judgment, concentrate on carrying out tough battles against common and recurring common problems, carry out inspections and corrections simultaneously, implement comprehensive treatment, and resolutely curb the spread of unhealthy trends.

We must vigorously combat formalism and bureaucracy to ensure normalcy and long-term results. Correcting formalism and bureaucracy is by no means a one-day achievement, and cannot be accomplished overnight. It is necessary to not only overcome difficulties and solve outstanding problems, but also to work hard and achieve results over a long period of time to promote normalization and long-term effects. It is necessary to continue to make efforts in system construction, use cases to promote reform and treatment, and in response to the problems exposed by the cases, urge relevant regions and units to draw inferences from one example, establish rules and regulations, draw hard levers, and set "hard constraints" ”, focus on it over and over again, and strengthen the cultivation of ethics through strict system implementation. It is necessary to continue to exert efforts in discipline education, take the opportunity of the centralized discipline education of the whole party, strengthen the sorting out of anti-formalism and bureaucracy requirements, use various methods to carry out policy interpretation, publicity and education, and strengthen the discipline awareness of leading cadres at all levels. , let power operate on the track of party discipline and state law. It is necessary to continue to make efforts in motivating people to take responsibility, further implement the requirements of "three distinctions", increase error tolerance and correction, accurately standardize responsibility and accountability, strictly investigate false accusations and frame-ups, and do a solid job of clarifying and correcting names, so as to ensure responsibility for people's responsibility. Those who are responsible should take responsibility, and those who are responsible should be held accountable, and party members and cadres should be encouraged to roll up their sleeves and work harder, so that it becomes common practice to focus on hard work, do practical work, and seek practical results.
