For the DRC authorities, this summit is a success. One of the members of the delegation announced this Saturday that they were delighted with the discussions held in Lusaka.
Kinshasa has obtained confirmation of SADC support via the SAMIDRC force deployed to support the Congolese army and its allies against
the M23 rebels
supported by Rwanda in the east of the country.
To deprive the SADC of international logistical and financial support, Rwanda, through two correspondences to the UN Security Council and the African Union Peace and Security Council, asked these organizations not to endorse this mission. In their final communiqué, the southern African countries formally “
disapproved
” of the Rwandan initiative.
These decisions are the result of several days of negotiations. Félix Tshisekedi, the Congolese president, met on the sidelines of the summit with Angolan President Joao Lourenço, mediator in the crisis with Rwanda. On Wednesday, he spoke with French President Emmanuel Macron on this subject.
Finally, on Thursday, the Angolan Minister of Foreign Affairs received in Luanda the heads of Rwandan and Congolese diplomacy for new preparatory discussions for a possible
meeting between Paul Kagame and Félix Tshisekedi.
