All localities strive to rectify the phenomenon of "indiscriminate listing" of grassroots organizations

Clean up redundant brands and reduce excessive burdens (new observation of cadre status, grassroots burden reduction in progress)

Editor's note: General Secretary Xi Jinping pointed out that it is necessary to consolidate and expand the results of thematic education, establish and improve long-term mechanisms, establish and practice a correct view of political performance, and continue to deepen the rectification of formalism to reduce the burden on the grassroots. The meeting of the special working mechanism to rectify formalism at the central level and reduce the burden on grassroots organizations emphasized that efforts should be made to clean up the problem of "indiscriminate listing" of grassroots organizations, standardize the access system for grassroots affairs responsibilities, and strengthen audit and control from the source.

"Indiscriminate listing" of grassroots organizations is a typical form of formalism, which increases the work burden of grassroots cadres. Why does this problem occur? How to solve? Recently, reporters visited Jiangsu, Hubei, Qinghai and other places to explore local efforts to solve the problem of "indiscriminate listing" of grassroots organizations.

How to clean up indiscriminate signs?

A brand represents a responsibility and task. The key to delisting and reducing burdens is to clean up the matters behind the brand.

At the Party and Mass Service Center of Yueliangwan Community, Baimiao Street, Duodao District, Jingmen City, Hubei Province, only the signs of Comprehensive Services, Civil Affairs Disabled Persons' Federation, and Labor Security hang above the service window. "In the past, there were more than 20 various brands such as institutional signs and functional signs hung on the walls inside and outside the community." Wang Xiaoyu, secretary of the Party branch of Yueliang Bay Community, said, "Now, the redundant signs have been removed and only With the addition of guidance signs to serve the masses, the walls have become cleaner, the burden on the community has been reduced, and it has become more convenient for the masses to come and do things.”

Censoring "indiscriminate listings" is directly related to the satisfaction of grassroots cadres and the masses. In recent years, Jingmen has deployed work to clean up "indiscriminate listings" in response to problems such as overburdening grassroots units reported by cadres and the masses. The Organization Department of the Jingmen Municipal Party Committee and the Civil Affairs Bureau set up a special class to conduct special research. “Four or five functional signs must be hung at the door of a house, and organizational structure diagrams, daily management systems, etc. must be hung inside the house.” “A publicity sign will need to be updated and replaced after a short time. In a year, the production of the sign alone will cost tens of thousands of yuan. "... During the survey, some grassroots cadres reported: Why are there more and more signs of grassroots organizations?

"Behind the problem of 'indiscriminate listing' is a deviation in the performance view of some departments. Some departments believe that when the sign is put up, the work has been implemented and matters have been decentralized. In fact, it is formalism." Li, a member of the Organization Department of the Jingmen Municipal Party Committee Lin said a sign represents a duty. Once the sign is put up, there will be corresponding requirements for assessment, material submission, and work traces. Some higher-level organizations list and assign tasks at will, and increase the number of tasks through supervision, ranking, accountability, etc., which brings unnecessary burdens to the grassroots.

To clean up the problem of "indiscriminate listing", we must not only remove the redundant signs in front of the door, but also remove the matters behind the signs. More than 20 functional departments in Jingmen City formed a joint meeting to sort out each item, and clearly stipulated 40 items that villages (communities) are responsible for hosting, 72 items that assist in handling, and a negative list that grassroots organizations must not be required to bear in any form.

Subsequently, Jingmen City launched a comprehensive cleanup of all types of plaques outside the scope of village (community) responsibilities. A total of 23,491 plaques of various types and 134 items were removed from 1,342 villages and 238 communities in the city. Each community had an average of 10 fewer plaques. Multiple brands.

"There are fewer signs on the wall, and the work affairs of the community are clearer. Relevant responsibilities are returned to functional departments to ensure that 'professionals do professional things.'" Yan Yunfeng, secretary of the Party Branch of Qiyi Bridge Community in Baimiao Street, said, such as community Originally there was a sign of "Air Pollution Prevention and Control Inspection Point", but now the relevant functions are handed over to the Jingmen Environmental Protection Volunteers Association, and the community only assists in providing information.

How to prevent rebound after delisting?

Use the rigidity of the system to ensure the thoroughness and long-term effectiveness of implementation, and ensure that delisting and burden reduction are not biased or out of shape.

Early in the morning, Wang Fei, deputy director of the Pu'an Village Committee of Lijia Town, Wujin District, Changzhou City, Jiangsu Province, drove to several companies, took the list of companies pushed by the town's safety supervision department, and inspected the safety production conditions one by one.

There are more than 180 enterprises in the village, covering a wide range of categories and the inspections are highly professional. A few years ago, Wang Fei had to take photos for each safety inspection and make a ledger. With limited energy, he could only conduct routine inspections. "There are only eight people in the village committee. They are too busy to do corporate safety inspections and not professional enough."

In recent years, the Organization Department of the Jiangsu Provincial Party Committee has formulated cleaning regulations from five aspects: standardizing external signboards, cleaning up internal signboards, removing institutional signs, concentrating honor signs, and reducing propaganda signs, and strives to solve the problem of too many and disorderly signs in villages (communities). Problem, this tired inspection situation has changed.

"There are more than 20 signs on both sides of the village committee door. According to the requirements, only 'one emblem, one label and four signs' are retained. There used to be several signs hanging at the door of my office, but now they are gone." Wang Fei said, "Now, the company is responsible for the sign Account, I am responsible for supervising enterprises to upload safety production status, and professionals will determine whether they meet the standards."

In order to prevent the problem of "indiscriminate listing" from rebounding, Wujin District has standardized the access system for grassroots affairs responsibilities, formulated "three lists" of village (community) main responsibilities, assistance in handling matters access, and negative matters for duty performance, and comprehensively clarified village (community) matters The rights and responsibilities clearly stated that "the number of village (community) signs shall not be increased in disguised form by adding 'indoor signs', 'house signs', 'electronic signs', etc."

“With the list, it’s clear at a glance whether you should do something or not.” Yin Jingbo, secretary of the Party branch of Pu’an Village, told reporters that the improvement of the system has reduced the burden on the grassroots, and village cadres can focus more energy on a certain field or jurisdiction to do more work. Good implementation work.

At the same time, Wujin District insists on strengthening audit and control from the source, improving the system of admission of listed projects, daily management of brands, supervision and accountability of listings, etc., forming a dynamic management mechanism for the list of listed projects, and clarifying the approval of different signs such as institutional types and functions. Processes, daily management, etc., and regular inspection and accountability "look back" are carried out.

"Resolving the problem of 'abuse listing' at the institutional level will help to use the rigidity of the system to ensure the thoroughness and long-term effectiveness of the implementation, and ensure that the delisting and burden reduction are not biased or out of shape." said Ren Jie, deputy director of the Organization Department of the Wujin District Party Committee, "In the next step, we will improve the sophistication of brand management, the timeliness of matter updates, fully implement various treatment guarantee policies, and promote the allocation of resources and funds to the grassroots front lines."

  How to optimize original functions?

Unify multiple channels into one and handle them in a unified manner, allowing grassroots cadres to have more energy to provide refined services to the masses.

"In the past, there were more than 20 plaques hanging at the entrance of our community. The Civilized Practicing Women's Volunteer Sunshine Station, the Minors' Growth Station, the Community Parent School, the Greening Committee, the Anti-Pornography and Anti-Illegal Work Station... there were too many to fit in." Qinghai Province Wang Haiying, secretary of the Party Committee of Jiaxiao Community, Xiguan Street Street, Chengxi District, Xining City, counted on his fingers, "Now, we have sorted out 35 basic functions and only retained two community certification matters."

However, after the brand is "downsized", how can the original functions of grassroots organizations be better fulfilled?

In the lobby of the Xining Municipal Affairs Service Center, the reporter saw multiple "one-stop windows." Xining City has integrated the functions of different units originally undertaken by grassroots organizations, unified them, and provided "one-stop service" for the masses. "We have also opened up the city and county (district) government affairs platforms and established a command platform to 'handle complaints immediately' to collect and classify people's opinions and demands and resolve them quickly," said Gao Zhaohua, deputy director of the Xining Municipal Government Service Supervision Bureau.

Some time ago, a hole suddenly appeared in the ground at the entrance of a community on Xiguan Street, posing a safety hazard. After citizen Zhang Ming took the photo, he immediately reported it to the street. "I remember that there was a 'Municipal Service Station' sign here before. I came to report the situation, but found that the sign was gone." However, this did not affect the efficiency of work. Under the guidance of the staff, Zhang Ming opened the "Subject to Complaint Immediately" APP on his mobile phone and uploaded photos of the scene. Soon, the street, together with the relevant departments of housing construction, urban management, and municipal administration, came to the scene.

"In the past, similar problems had to be reported to the street, and then the relevant units came in batches to conduct on-the-spot research, judgment, and processing... The procedure was cumbersome. This time, the command platform uniformly dispatched relevant departments and construction units, and it took only 6 hours to plug the hole. It’s on." said Li Haiping, secretary of the Party Working Committee of Xiguan Street Street.

"Residents can scan the QR code and call the hotline to report their demands. The command platform will directly dispatch orders to relevant departments based on the content of their demands. This streamlines the government's internal working mechanism and makes it more efficient to resolve people's demands." Xining Municipal Administration Service Supervision Bureau Director Wang Weiping said that in the past three months, the response rate, resolution rate, and satisfaction rate of the command platform have reached 97%, 95%, and 97.7% respectively.

Due to the clearing up of tasks such as branding and related assessments, grassroots cadres can free up more time and energy to serve the masses.

A few months ago, Feng, a resident in his 50s in Chengzhong District, was seriously ill and was living in difficulty. After the community grid members visit the households to understand the situation, they report to the civil affairs commissioner of the sinking community every week. Three days later, the civil affairs commissioner helped Feng complete the subsistence allowance application. Feng was extremely grateful: “In the past, it took a month to file the application, but now it can be done without leaving the house!” Now, in Chengzhong District, the weekly sinking Bao Lian community activities have attracted 200 people from 19 departments. Multiple staff members participated.

While redundant institutional brands were removed, some functional brands were also retained. In the Jia Xiao Community Neighborhood Committee, basic livelihood service windows remain on the first floor, and the dance instrument rehearsal room, reading room, and party member activity room upstairs are still there. Zhou Qian, secretary of the Party Working Committee of Yinma Street, Chengzhong District, said: "There are fewer brands now, but services cannot be discounted. We can shift more energy to refined services to further enhance the people's sense of gain and happiness."
