According to the website of the Guangzhou Municipal Health Commission, recently, the Guangzhou Municipal Health Commission, Guangzhou Municipal Public Security Bureau, Guangzhou Municipal Finance Bureau, Guangzhou Municipal Market Supervision Administration, and Guangzhou Municipal Personnel Service Administration Bureau The five departments jointly issued the "Guangzhou Measures for Rewarding Reports on Combating Violations and Violations in the Field of Human Assisted Reproductive Technology (Trial)" (hereinafter referred to as the "Measures"), which came into effect on April 22 this year and is valid for three years.
The "Measures" make it clear that those who report the following illegal activities involving human assisted reproductive technology will be rewarded:
(1) If you report an intermediary service agency that illegally carries out human assisted reproductive technology and it is verified to be true by the market supervision and management, health and other departments, you will be rewarded 5,000 yuan for each case;
(2) If a report is made about an institution that illegally conducts testing involving human assisted reproductive technology and is verified to be true by the health and other departments, a reward of 10,000 yuan will be awarded for each case;
(3) If a report is made about a laboratory that illegally conducts human assisted reproductive technology and is verified to be true by the health and other departments, a reward of 10,000 yuan will be awarded for each case;
(4) If a report is made about the residence of women who illegally use human assisted reproductive technology to become pregnant, and it is verified to be true by the health and other departments, if 3 or more and less than 10 people are seized at one time, a reward of 500 yuan will be given for each case, and if more than 10 people are seized at one time , each case will be rewarded with 1,000 yuan;
(5) If you report the illegal operation of drugs and medical devices related to human assisted reproductive technology and are verified to be true by the market supervision and management department, you will be rewarded 2,000 yuan for each case;
(6) If you report that non-medical institutions carry out blood collection, ovulation induction, B-ultrasound examination and other diagnostic and treatment activities involving human assisted reproductive technology, and are verified to be true by the health and other departments, you will be rewarded with 2,000 yuan per case;
(7) Individuals who report illegal activities involving human assisted reproductive technology, illegal collection of donor sperm (eggs), etc., and are verified to be true by health and other departments, will be rewarded 5,000 yuan per case;
(8) If a report is made of fraudulently using another person’s resident ID card to go to hospital for delivery or to obtain a birth medical certificate, and it is verified to be true by the public security agency, a reward of 500 yuan will be awarded for each case.
The "Measures" point out that whistleblowers can report illegal activities involving human assisted reproductive technology through the 12345 hotline, letters, visits, etc.
Relevant functional departments at the municipal and district levels should make public reporting hotlines available to the public, and assign dedicated personnel to handle the complaints.
If an individual makes a report, the reporter should provide proof of true identity and valid contact information.
If a unit makes a report, it should provide true identity proof such as legal person registration certificate, and provide true identity proof and valid contact information of the legal representative or the legal representative's legally authorized contact person.
