RIA Novosti reports this with reference to the department's press service.

Earlier, RBC, citing sources, reported that Sochi Airport asked the authorities to introduce a partial open skies regime.

According to the airport management, in this way foreign airlines would be able to fly from the airport not only to the country of registration, but also to third countries.

“The introduction of an open skies regime may negatively affect the transport accessibility of this direction for Russian citizens, and therefore we consider consideration of this issue premature,” the press service of the Ministry of Transport said.

They emphasized that the absolute priority now is the development of domestic tourism in Russia, despite the importance of developing air links with other countries.
