The Ministry of Ecology and Environment today (15th) issued the "Implementation Opinions on Accelerating the Establishment of a Modern Ecological Environment Monitoring System". In the next five years, our country will accelerate the digital and intelligent transformation of ecological environment monitoring, innovate monitoring methods, and implement four major monitoring capacity building project.

By 2035, a modern ecological environment monitoring system will be basically established.

  The newly released "Opinions" make it clear that my country will basically complete the intelligent transformation of the environmental quality monitoring network through the full application of new technologies such as artificial intelligence, blockchain, and the Internet of Things that meet the requirements for the development of new productivity.

In the future, my country's ecological environment monitoring data will basically realize the entire chain process flow and intelligence from collection, transmission, processing to analysis and application.

To curb data fraud, a whole-process quality management system will be established

  Monitoring methods are innovating, and the quality of monitoring data will be more guaranteed.

In the future, our country will establish a full-process quality management system covering all ecological environment monitoring activities, and the falsification of self-monitoring data by pollutant discharge units will also be effectively curbed.

  Achieving these goals is inseparable from the construction of basic environmental monitoring capabilities.

Our country will implement four major capacity-building projects, namely the construction of an integrated sky, ground and sea monitoring network, technological innovation in monitoring, strengthening grassroots efforts to make up for shortcomings, and cultivating monitoring talents.

Remote sensing technologies such as satellites and aviation will be integrated into the monitoring system at an accelerated pace

  At present, there are still obvious shortcomings in my country's three-dimensional monitoring network. For a long time, the monitoring system has relied more on ground monitoring sites, and the sky and air monitoring capabilities are relatively lacking.

In the newly released "Implementation Opinions on Accelerating the Establishment of a Modern Ecological Environment Monitoring System", the improvement of the integrated sky, earth and sea monitoring network occupies a prominent position, which will make up for the shortcomings of integrated monitoring capabilities and create a "clairvoyance" for ecological environment monitoring.

  According to the newly released "Opinions", in the future, my country will integrate satellite remote sensing, aerial remote sensing and ground-based remote sensing into the national ecological environment monitoring network system, and promote the integration of multiple monitoring technology means.

The Beijing-Tianjin-Hebei region and surrounding areas, the Yangtze River Economic Belt, the Yellow River Basin, the Guangdong-Hong Kong-Macao Greater Bay Area, and Chengdu-Chongqing will take the lead in developing integrated monitoring networks.
