The first batch of goods was shipped from the Hong Kong International Airport DHL Hub Center via the Hong Kong-Zhuhai-Macao Bridge on March 8. , transported to the newly built cross-border cargo transfer station on the Macau port side of the bridge for cargo delivery, and then drove to the Macau customs clearance point to successfully complete customs declaration and clearance procedures.

According to reports, the "Three Places and One Lock Plan" uses the same standard security smart locks and satellite positioning devices and other Internet of Things equipment to implement en-route monitoring through the customs offices of Guangdong, Hong Kong and Macao, achieving automatic and rapid release at highway ports and reducing the number of separate shipments of the same batch of goods. The opportunity to be repeatedly inspected by customs when entering and exiting the three places improves the overall customs clearance efficiency of cross-border trucks, reduces corporate logistics operation costs, and better facilitates the smooth flow of goods and high-level market interconnection in the Greater Bay Area.

  In recent years, the Guangdong Branch of the General Administration of Customs, together with the customs in Guangdong Province, has actively connected with the Hong Kong and Macao customs to promote a series of cross-border customs clearance cooperation reforms.

In 2016, the mainland customs and the Hong Kong Customs took the lead in launching the "cross-border one lock" cooperation between Guangdong and Hong Kong; in 2020, the mainland customs and the Macau customs launched the "cross-border one lock" cooperation between Guangdong and Macao, through the application of electronic locks and global positioning systems for import and export Vehicles and the goods they carry are fully supervised, greatly reducing the situation where the same batch of goods is repeatedly inspected by customs.

  In order to further promote the efficient and convenient flow of various resource elements in the Greater Bay Area, Guangdong, Hong Kong and Macao Customs have implemented in-depth cooperation to achieve direct cross-border connectivity between the Hong Kong and Macao sections of the "cross-border one lock", and successfully integrated the existing "cross-border one lock" between Guangdong, Hong Kong and Guangdong and Macao Customs. "The cooperation project was upgraded to the "Three Places and One Lock Plan".

The customs offices of the three places have continuously strengthened the connection between the rules and regulations, and carried out real-time monitoring of the same lock for the supervision of cargo transportation between Guangdong and Hong Kong, Guangdong and Macao, and Hong Kong and Macao, so as to realize the "one lock" for enterprises to facilitate the passage of Guangdong, Hong Kong and Macao.

At present, the "cross-border lock" of Guangdong-Hong Kong and Guangdong-Macao Customs has covered 7 transit ports including Shenzhen Bay, Huanggang, Hong Kong-Zhuhai-Macao Bridge and Hengqin.

  Feng Guoqing, deputy director of the Guangdong Branch of the General Administration of Customs, expressed his belief that with the further advancement of the Guangdong, Hong Kong and Macao Customs’ “Three Places and One Lock Plan”, the number of customs clearance points will continue to expand, and logistics, transportation, and import and export enterprises will receive more convenience.

The customs of the three places will implement the "three smarts" cooperation concept of "smart customs, smart border, and smart connectivity", continue to explore and deepen cooperation, further simplify customs clearance procedures and speed up the cargo movement process, and contribute to the economic and trade cooperation and logistics of the Guangdong-Hong Kong-Macao Greater Bay Area.
