Russia is ready for negotiations with the Kyiv regime, but the dialogue should be based on the real state of affairs, and not on “wants after the use of psychotropic drugs.”

Russian President Vladimir Putin stated this in an interview with journalist Dmitry Kiselev for Rossiya 1 and RIA Novosti.

“Are we ready to negotiate?

Yes, we are ready.

But only we are ready for negotiations, not based on some kind of wishes after the use of psychotropic drugs, but based on the realities that have developed, as they say in such cases, on earth,” Putin said.

According to him, Moscow is ready for a serious conversation, but this should not be “a pause that the enemy wants to take for rearmament.”

“We want, I repeat once again, to resolve all disputes, including this dispute, this conflict, by peaceful means.

And we are ready for this, we want this.

But this must be a serious conversation that ensures security for the opposing side, and in this case we are primarily interested in the security of the Russian Federation.

This is what we will proceed from,” the Russian leader added.

At the same time, answering a question about the possibility of an “honest agreement” with the West, Vladimir Putin emphasized that Russia “will not buy into some simply empty promises.”

“After all, you see, when decisions are made at this level, the degree of responsibility for the consequences of the decisions made is very high.

Therefore, we will not do anything that does not correspond to the interests of our country,” he explained.

The situation in the Northern Military District zone and the Ukrainian Armed Forces’ attacks on Russian regions

Attempts by the Kyiv regime to attack the Belgorod and Kursk regions occur against the backdrop of failures of the Ukrainian Armed Forces in the zone where Russia is conducting a special military operation, Vladimir Putin said.

According to him, the Ukrainian command has not achieved any of the goals that they set for themselves in 2023.

“On the state border line, the enemy tried to attack primarily with sabotage groups.

The latest report of the General Staff: somewhere up to 300 people, including the participation of foreign mercenaries,” he said.

Continuing the topic of Ukrainian attacks on Russian regions, the head of state noted that the authorities of the Kyiv regime “need to show at least something, and mainly attention should be focused on the information side of the matter.”

According to him, in the course of their attempts they are pursuing a number of goals.

The main one is to interfere with the normal process of expressing the will of citizens in the upcoming presidential elections.

Secondly, this is the information effect, and thirdly, the desire to obtain some kind of argument in a possible future negotiation process.

“People who are guided by the principles: well-fed, drunk and nose in the known material - it’s easier to talk to them, because you can calculate what they are going to do.

They will also try in some other areas, but we see it,” the head of state noted.

Speaking about the situation in the area of the Northern Military District, Vladimir Putin emphasized that the initiative on the contact line has completely passed to the Armed Forces of the Russian Federation.

“Everyone knows this, everyone recognizes it,” he said.

At the same time, according to him, in order to minimize losses of Russian forces, it is necessary to increase the number of weapons and increase the effectiveness of the forces and means used: “The more powerful and more weapons, the fewer losses.”
