　　2023 is the first year for comprehensively implementing the spirit of the 20th National Congress of the Communist Party of China, and also the starting year for the 14th National Committee of the Chinese People’s Political Consultative Conference.

The majority of CPPCC members, participating units and specialized committees of the CPPCC must thoroughly study and implement Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and the spirit of the 20th National Congress of the Communist Party of China, deeply understand the decisive significance of the "two establishments", strengthen the "four consciousnesses", and firmly "Four self-confidences", achieving "two maintenances", and actively performing the functions of the CPPCC through proposals.

Since the first session of the 14th CPPCC National Committee, a total of 5,621 proposals have been put forward, and 4,791 have been reviewed and filed.

Among the proposed proposals, there were 4,322 committee proposals and 469 collective proposals, including 356 proposals from the central committees of democratic parties and the All-China Federation of Industry and Commerce.

As of the end of February 2024, 99.9% of the proposals have been approved.

　　Overall, the proposal closely focuses on promoting high-quality development, the primary task of comprehensively building a modern socialist country, and the strategic task of building a new development pattern. Through the careful handling of proposals by various undertaking units, many opinions and suggestions have been adopted and reflected in relevant party and state policies, development plans and departmental work, in order to coordinate and promote the "five-in-one" overall layout and coordinate the advancement of the "four comprehensive" strategic layout played a positive role.

　　In terms of economic construction, more than 2,200 proposals were put forward focusing on building a high-level socialist market economic system, building a modern industrial system, comprehensively promoting rural revitalization, and promoting high-level opening up to the outside world.

Proposals and suggestions on accelerating the construction of world-class enterprises, optimizing the layout of state-owned capital and structural adjustment were adopted in the action plan for deepening reform and improvement of state-owned enterprises.

Proposals and suggestions on optimizing the business environment for small and medium-sized enterprises and guiding private enterprises to strengthen their own construction are reflected in the opinions on promoting the development and growth of the private economy.

Relevant departments have adopted proposals and suggestions such as high-end, intelligent and green development of the manufacturing industry and independent control of key industrial chains, laid out the national manufacturing innovation center, carried out research and development of key common technologies, and deepened the expansion of "5G + Industrial Internet".

Proposals such as accelerating the research and development of core agricultural sources and accelerating the innovative development of biological breeding will be promoted, and relevant departments will be encouraged to carry out in-depth promotion and application of fine varieties and joint research on national breeding, so as to promote the implementation of actions to revitalize the seed industry.

Proposals and suggestions such as further restoring and expanding consumption have been incorporated into several measures to promote consumption of automobiles and electronic products, healthy consumption, and green consumption.

Proposals and suggestions such as promoting the construction of basic capital market systems will provide reference for promoting the formulation of the "Financial Stability Law" and preventing financial risks.

Relevant proposals put forward suggestions such as actively attracting foreign investment and developing cross-border e-commerce, and promote relevant departments to streamline the negative list items for foreign investment access and revise the overseas investment management measures.

　　In terms of political construction, more than 500 proposals were put forward around the comprehensive development of consultative democracy, active development of grassroots democracy, consolidation and development of the broadest patriotic united front, and improvement of the socialist legal system with Chinese characteristics.

In response to proposals and suggestions on establishing and improving the "in-depth consultation" working mechanism and improving the democratic supervision system of the People's Political Consultative Conference, the National Committee of the Chinese People's Political Consultative Conference adopted them when formulating special research work methods and strengthening and improving the implementation opinions of democratic supervision work.

Proposals such as strengthening the construction of rural grassroots organizations and improving the efficiency of grassroots governance provide useful reference for relevant departments to formulate and carry out thematic education-related documents.

Proposals such as strengthening the training plan for religious talents and strengthening the management of religious clergy teams are reflected in documents such as opinions on strengthening the construction of the "three teams" of religious work.

Proposals such as amending the Criminal Law and the Civil Procedure Law and enacting the Barrier-free Environment Construction Law and the Procuratorate Public Interest Litigation Law provide important references for further promoting scientific legislation, democratic legislation, and law-based legislation. 19 of the 28 legislative items involved in the relevant proposals are included in the list. Proposals such as fully integrating the development achievements of the past 10 years into youth patriotic education and strengthening national defense education are reflected in the Patriotism Education Law and the newly revised National Defense Education Outline for the New Era.

Proposals such as deepening the research on China's border history and improving the education of the Chinese nation's history have been adopted by relevant departments when compiling the "New General History of China" and the "History of the Chinese Nation" and formulating guidelines for education to solidify the awareness of the Chinese nation's community.

Proposals such as strengthening the construction of Internet civilization and controlling online public opinion will help relevant departments refine their work measures and create a clear cyberspace.

Proposals such as building a new pattern of integrated development of culture and tourism in the Beijing-Tianjin-Hebei region, developing rural cultural tourism industry, and promoting the construction of national cultural parks have been promoted, and relevant departments have been urged to formulate policy documents such as a pilot work plan for cultural industries to empower rural revitalization.

Proposals such as improving the effectiveness of Chinese cultural communication have helped improve the coordination mechanism for Chinese culture's "going out" work. Relevant parties have planned and organized nearly 800 civilized communication projects.

　　In terms of social construction, more than 1,500 proposals were put forward around improving the distribution system, implementing the employment priority strategy, improving the social security system, promoting the construction of a healthy China, implementing the strategy of rejuvenating the country through science and education, and coordinating development and security.

Proposals such as increasing employment support for college graduates and strengthening the labor consultation mechanism for new employment forms have been actively adopted by relevant departments to improve the mechanism for protecting workers' rights and interests.

Proposals such as improving the student mental health education system, standardizing the allocation of psychological teachers in primary and secondary schools, and promoting relevant departments to formulate a "Special Action Plan to Comprehensively Strengthen and Improve Student Mental Health in the New Era".

In response to proposals such as strengthening the team of home care caregivers and strengthening care for disabled elderly people with special difficulties, relevant departments have further implemented the opinions of the General Office of the CPC Central Committee and the General Office of the State Council on promoting the construction of a basic elderly care service system, and have continued to carry out actions to improve basic elderly care services at home and in the community.

Adopting proposals and suggestions to support national laboratories in comprehensively launching scientific research tasks, relevant departments have improved policies and measures in terms of improving management systems, strengthening stable support for scientific research funds, and optimizing mechanisms for attracting and recruiting talents.

Proposals such as promoting diversified resolution of conflicts and disputes, preventing and combating telecommunications fraud, and severely punishing violent crimes have effectively promoted the construction of Safe China.

In response to proposals and suggestions such as supporting the green development of the Yangtze River Economic Belt and strengthening ecological and environmental cooperation in the Yellow River Basin, relevant departments have refined the key work arrangements for the development of the Yangtze River Economic Belt in 2023, prepared a water pollution control plan for industrial parks in provinces (districts) along the Yellow River, and issued 29 specific projects. Relevant departments adopted proposals and suggestions such as conducting a grassland census, and launched a special study to launch a national forest and grassland census.

Make overall plans for rural toilet renovation, garbage disposal and other proposals to provide reference for formulating guidelines for rural domestic sewage treatment and promoting the improvement of the quality of rural living environment.

Improve proposals such as the construction of a unified national carbon market, promote the restart of the voluntary greenhouse gas emission reduction trading market, improve relevant industry technical specifications, and strictly implement the "dual control" goal.

Recommendations on air pollutant emission standards and other proposals will provide reference for the formulation of the "Action Plan for Continuous Improvement of Air Quality".

Each proposal-organizing unit has improved the handling work system, established a work ledger, provided regular supervision and reminders, provided feedback on the handling situation, concentrated on handling key CPPCC proposals, and improved the overall handling level from point to point.

Steadyly promote the informatization of proposal work, optimize and upgrade the intelligent proposal system, and achieve 100% online submission and review processing of proposals.
