1. Main tasks in 2023

　　In order to promote the performance of the 14th CPPCC National Committee to a good start, we focus on the following four aspects and strive for practical results.

　　First, adhere to the overall leadership of the Communist Party of China over the work of the CPPCC and ensure the correct political direction in performing duties.

We deeply understand that the CPPCC is a political organization under the leadership of the Communist Party of China, and consciously adhere to the overall leadership of the Communist Party of China and the centralized and unified leadership of the Party Central Committee throughout all the work of the CPPCC. The center remains highly consistent.

Formulate a list of matters to be requested and reported by the CPPCC National Committee Party Group and the Party Committee of government agencies to the Central Committee of the Communist Party of China, and strictly implement the system for requesting instructions and reporting on major matters.

A "first issue" system was established, and the National Committee of the Chinese People's Political Consultative Conference (CPPCC) party group meetings and chairman's meetings conveyed, studied and implemented the spirit of General Secretary Xi Jinping's latest important speeches and important instructions and instructions 19 times and 182 times.

We studied and understood the spirit of important conferences such as the National Ecological Environmental Protection Conference, the Central Financial Work Conference, the Central Economic Work Conference, and the Central Foreign Affairs Work Conference, as well as the important deployments of the Central Committee of the Communist Party of China. The National Committee of the Chinese People's Political Consultative Conference, CPPCC organs, and special committees formulated and implemented 64 work plans.

With strengthening ideological and political construction as the foundation and strengthening the ability to focus on the center and serve the overall situation as the key, we have formulated the centralized study and training plan and training work methods for members of the 14th National Committee of the Chinese People's Political Consultative Conference, the education and training plan and training work methods for cadres of the National Committee of the Chinese People's Political Consultative Conference, etc.

Centering on the study and implementation of General Secretary Xi Jinping’s important thoughts on strengthening and improving the work of the CPPCC, we organized study seminars for new members, meetings and study seminars of directors of special committees, special study seminars for members, special training courses for CPPCC cadres at all levels, etc., 8740 Person-times participated in the training, and members of the National Committee of the Chinese People's Political Consultative Conference Chairman's Conference participated and took the lead in teaching, guiding the committee members and cadres to persist in using the party's innovative theory to focus their minds and souls, strengthen their foundation, and improve their political judgment, political understanding, and political execution. Strictly implement the system, sort out and compile 57 systems at the CPPCC level and 171 systems at the agency level, conduct special inspections on the implementation of key systems, and implement the requirements to oppose formalism and bureaucracy.

The National Committee of the Chinese People's Political Consultative Conference (CPPCC) has done a good job in building supporting systems to ensure that positions are assigned, responsibilities and accountability are set, and duties are performed in accordance with regulations and systems.

Adhere to the investigation and research before consultation, implement the Daxing investigation and research requirements of the Central Committee of the Communist Party of China, formulate opinions on strengthening and improving investigation and research work, explore the establishment of a special research system led by members of the Chairman's Conference and across special committees, and organize efforts to follow up on some deep-seated issues in consultation and discussion. Conduct further research and thoroughly discuss the issues through “research-negotiation-re-research”.

Improve the preparation and organization of important consultation meetings, enhance the professionalism and representativeness of participating members, create conditions to help members understand the situation and become familiar with policies, promote in-depth consultation and interaction, and build broad consensus.

Focusing on studying and understanding "Selected Readings of Xi Jinping's Works", "Special Excerpts of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era", the 20th National Congress of the Communist Party of China report, etc., 5 collective studies of the National Committee of the Chinese People's Political Consultative Conference Party Group Theoretical Study Center Group, 2 special reading classes, and 4 Group study at the chairman’s meeting and 3 standing committee study lectures.

Persist in studying and interpreting General Secretary Xi Jinping’s relevant important expositions and the Central Committee of the Communist Party of China’s major decisions and deployments throughout consultation and discussion activities, and enhance the pertinence and effectiveness of ideological guidance of suggestions and advice.

The Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era study symposium held a total of 35 study symposia, with 619 members participating, covering 34 sectors.

We formulated working methods for reading activities for members of the National Committee of the Chinese People's Political Consultative Conference, and opened 12 themed reading groups including "Studying and Implementing Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era".

Issue opinions on strengthening and improving theoretical research work, and guide committee members to conduct research on major theoretical and practical issues in conjunction with the performance of their duties and promote learning through research.

Support the Chinese People's Political Consultative Conference Theory Research Association in organizing a theoretical seminar on "Bringing into play the important role of the People's Political Consultative Conference in developing people's democracy throughout the process".

A theoretical study column was opened in newspapers and periodicals of the National Committee of the Chinese People's Political Consultative Conference, and 516 theoretical study articles were published by members of the National Committee of the Chinese People's Political Consultative Conference, party group secretaries of various special committees, main responsible comrades of local CPPCC committees, and CPPCC members.

Through study and research, the majority of committee members and cadres have a deeper understanding of the truth and practical power of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era.

The special political standing committee meeting was held on "Building a new development pattern and promoting Chinese-style modernization" and "Improving the scientific and technological innovation system and accelerating the implementation of innovation-driven development strategies", focusing on building a modern industrial system, improving the resilience and safety level of industrial and supply chains, and improving We conduct a series of surveys and consultations on key core technologies to tackle the new national system and improve the scientific quality of the people, and put forward targeted and highly operational opinions and suggestions.

Conducted a series of surveys on optimizing the development environment for private enterprises, held special consultations on new urbanization construction and promoting the stable and healthy development of the real estate market, held 4 symposiums on macroeconomic situation analysis, and carried out a series of activities such as CPPCC members talking about the economy to help boost development confidence .

The special political standing committee meeting on "Strengthening Ecological Environmental Protection and Promoting the Construction of a Beautiful China" was convened to give full play to the role of the newly established environmental resources community, and discuss the in-depth fight against pollution prevention and control, accelerate the green and low-carbon transformation of the development model, and comprehensively promote the Yangtze River Economic Belt. development, ecological protection and high-quality development in the Yellow River Basin, using the rule of law to promote the construction of a natural protected area system, and strengthening comprehensive desertification prevention and control. Expand the scope of participation in consultations, increase the number of speakers at special political standing committee meetings, and increase the number of non-voting members at biweekly consultation symposiums.

Strengthen communication and coordination with local CPPCC committees and conduct joint consultations on relevant issues.

Formulate opinions on strengthening and improving the implementation of democratic supervision, give full play to the advantages of consultative supervision, and continuously carry out special democratic supervision around 10 key issues in the implementation of the "14th Five-Year Plan", with 92 people participating.

It recommended 21 members to serve as special supervisors of the National Supervisory Committee, 30 members to serve as special supervisors of the Supreme People's Court, and 10 members to serve as supervisors of Party conduct, political conduct, and police conduct of the Ministry of Public Security.

Conduct in-depth research on improving the innovative skills of industrial workers, expanding the capacity of high-quality medical resources and balancing regional layout, coordinating the development of aging services and industries, promoting the modernization of municipal social governance, and conducting in-depth research on the construction of primary and secondary school teaching and research systems, accelerating social aging-friendly transformation, and improving the fertility support policy system Wait for negotiation.

Carry out activities such as "CPPCC members' companies enter campuses to promote employment" and medical and health, sports, culture, and science and technology to "benefit people's livelihood at the grassroots level", and organize members to carry out donations for education, help the disabled, technical training, legal aid, and project assistance There are 2,480 activities to serve the masses, guiding members to fulfill their responsibilities and implement the concept of the CPPCC for the people with practical actions.

We have strengthened the overall arrangement of research activities, streamlined the number of team members, avoided concentrated research, and reduced the burden on the grassroots.

138 projects including research on topics led by members of the National Committee of the Chinese People's Political Consultative Conference, special research on members of the Chairman's Meeting, and research and inspections by special committees were carried out.

Members participated in 17 CPPCC National Committee inspection groups with 202 people, and participated in 81 special surveys with more than 600 people.

The "Political Coordination Research" was established.

The regulations on proposal work were revised to improve the quality of proposal, establishment, handling, supervision and evaluation. 5,621 proposals were received, 4,791 cases were filed, and the response rate reached 99.9%. 1,982 members participated in the proposal, and 1,811 members submitted it as the first proposer. The newspapers and periodicals of CPPCC organs published 680 reports on important consultation activities and 2,278 reports on members' performance of duties. We improved the selection and organization of speeches at the conference, enhanced the representativeness and appeal of speeches, compiled and distributed 901 speeches at the conference, and 65 members gave oral speeches.

The People's Daily and the National Committee of the Chinese People's Political Consultative Conference published 818 speeches by members of the Standing Committee meetings, biweekly consultation symposiums, etc.

Opinions on improving the system and mechanism for members to contact the masses in various sectors were formulated and members of the National Committee of the Chinese People's Political Consultative Conference carried out a total of 6,806 activities to contact the masses in various sectors.

Formulate the "Collaboration Plan for Selecting Cultural and Historical Materials of the 14th National Committee of the Chinese People's Political Consultative Conference" and the recruitment plan.

We held a symposium on the work of CPPCC National Committee and 11 symposiums on agency cadres, and had face-to-face exchanges with 324 agency cadres from 19 offices and bureaus.

Support the work of the Discipline Inspection and Supervision Team of the Central Commission for Discipline Inspection and the National Supervisory Commission of the National Committee of the Chinese People's Political Consultative Conference, and achieve new results in building a model agency.

Organized 7 rounds of inspections and rectifications of potential safety hazards to ensure the safe operation of the agency.

　　(5) Give full play to the organizational function of the united front and promote harmonious relations between political parties, ethnic groups, religions, classes, and compatriots at home and abroad.

We regard strengthening ideological and political guidance and broadly building consensus as the central link in the performance of our duties, adhere to consistency and unity of diversity, and strive to seek the greatest common denominator and draw the largest concentric circles.

To give full play to the role of the People's Political Consultative Conference as an important political and organizational form in the implementation of China's new political party system, relevant special committees conducted 5 joint surveys and 9 joint consultation activities with the central committees of democratic parties and the All-China Federation of Industry and Commerce. All democratic parties, the All-China Federation of Industry and Commerce and Persons without party affiliation submitted 563 proposals and made 144 speeches at the conference.

Members of the National Committee of the Chinese People's Political Consultative Conference held 403 "one-on-one" heart-to-heart talks with non-party members to exchange information, communicate ideas, and enhance consensus. We organized 11 special inspections for non-party members and improved the system and mechanism for party members to contact non-party members. 828 CCP members established contact with 1,157 non-party members.

Pay attention to strengthening communication and friendship with non-party intellectuals, non-public economic people, and new social strata in the performance of duties.

Study and implement the Party’s strategy for governing Tibet in the new era and the Party’s strategy for governing Xinjiang in the new era, and carried out 10 research and inspection visits to Tibet, Xinjiang, and Tibet-related prefectures and counties in Sichuan on promoting the sinicization of Tibetan Buddhism and promoting the sinicization of Xinjiang Islam. Focusing on consultation suggestions such as strengthening cross-Strait industrial cooperation and building a cross-Strait common market, the 6th Cross-Strait Grassroots Governance Forum was held to promote cross-Strait integrated development.

It received 367 visits from overseas Chinese delegations and conducted research and discussions on overseas Chinese’s in-depth participation in the joint construction of the “Belt and Road”, uniting overseas Chinese hearts, pooling overseas Chinese wisdom, and giving full play to overseas Chinese strength.

　　(6) Actively carry out friendly exchanges with foreign countries and serve the overall interests of the party and the country’s foreign work.

In accordance with the overall deployment of the party and the country's external work, we coordinate public diplomacy, people-to-people diplomacy, and think tank diplomacy to help create a favorable external environment.

The National Committee of the Chinese People's Political Consultative Conference and its affiliated institutions organized 23 batches of overseas visits, communicated and interacted with more than 200 institutions in 50 countries, established new connections with 41 foreign think tanks and 12 civil organizations, held meetings for representatives of international organizations in China, foreign envoys in China, The "Oriental Scholarship" senior visiting scholar and other 3 "Enter the CPPCC" activities carried out exchanges with more than 2,100 foreign people from all walks of life. Support and guide the Economic and Social Council of China to successfully organize the 2023 China Economic and Social Forum and other activities with the theme of "Openness, Development, Civilization-Building a Community with a Shared Future for Mankind", and promote the results of the third "Belt and Road" International Cooperation Summit Forum.

Guide members to actively speak out and present a credible, lovable and respectable image of China.
