Gabon: a decree details the organization of the future national dialogue

In Gabon, the long-awaited national dialogue will be held from April 2 to 30, seven months after the military coup that brought down President Ali Bongo.

A decree was published this weekend in the official journal, to give more details on the profile and organization of this decisive meeting.

This gathering, scheduled for April 2, will be crucial for the future

of Gabon

This dialogue aims to launch a profound reform of the country, with first a diagnosis of the institutional, social and economic situations of the country.

It must also propose guidelines towards democracy and the rule of law, as well as define the main principles of organization of the State and public authorities.

After the publication of a decree this weekend, we know a little more about the contours

that this national dialogue will take

.

For example, there will be 580 participants, taken from all levels of society, but questions arise about the distribution.

Each of the 104 parties will, for example, have a single representative, chosen by the president of the transition, Brice Oligui Nguema.

The CTRI, the military body, will have 64, the delegations from municipalities and departments, partly appointed by the army, will number around a hundred people.

Let’s be inclusive all the way.

There is no question of politics and civil society taking over everything

 ,” declared Sunday evening the Minister of Institutional Reform, Murielle Minkoué Mintsa, responsible for organizing the dialogue.

Conclusions applied in the form of laws

The office will have 28 members, with the Archbishop of Libreville, Monseigneur Iba-Ba, as president.

The influence of religious people will also be strong within this entity steering the dialogue.

We are counting on them to temper, to be above passions

 ,” explained the minister.

The work will be done in plenary, committees and sub-committees.

The conclusions

will be transmitted to the president of the transition.

General Oligui Nguema will have to formalize and execute them in the form of laws and regulations.

Implementation will be gradual.

But it is not imaginable that the soldiers would do something wrong

 ,” said Murielle Minkoué Mintsa.

However, an important point: only conclusions compatible with the transition charter in force, which was written by the putschists, will be able to apply.

The others will have to be implemented after the next elections, the date of which is awaited since this dialogue must ratify a definitive timetable.
