As he wrote on his blog, “existing weapons depots are depleted.”

Borrell called on the union countries to develop defense capabilities and replenish arms stocks, “continuing to provide adequate military support to Ukraine.”

He noted that “there has recently been a debate about joint EU borrowing to support the efforts needed to invest in pan-European defense capabilities and defense industry.”

According to him, EU countries have previously borrowed funds to combat the consequences of the coronavirus pandemic and he does not understand why they cannot borrow money again to build up the defense industry.

Earlier, Borrell said that the EU had already depleted its stockpiles and did not have a “magic wand” to give Ukraine more shells.
