In September 2023, the General Secretary first proposed new quality productivity during his inspection in Heilongjiang. Since then, he has explained and deployed new quality productivity many times. This concept has subsequently become a hot word in China's promotion of high-quality development.

  From the Central Economic Work Conference held at the end of 2023 requiring the development of new quality productivity, to this year's first collective study of the Political Bureau of the Central Committee focusing on "new quality productivity", to this year's government work report including accelerating the development of new quality productivity as one of the top ten tasks in 2024. At the top of the task, a series of important arrangements and deployments have sent a clear signal that it is important and urgent to develop new productive forces.

  From an economic perspective, new productivity is different from the development model that relies on large amounts of resource input and highly consumes resources and energy, and represents a leap in productivity.

Does this mean that we must quickly replace the “old” with the “new” and abandon traditional industries?

  "Establish first and then break" was the answer given by the General Secretary at the Jiangsu delegation this time.

The general secretary said that developing new productive forces does not mean neglecting or abandoning traditional industries.

This time at the Jiangsu Youth League, the General Secretary pointed out the direction for the development of new productive forces in various places with the words "adapt to local conditions".

  "Adapting measures to local conditions" requires that when developing new productive forces, each locality should have its own focus based on resource endowments and actual conditions.

As the General Secretary said: "We must prevent a rush and a bubble, and we must not establish a model."

  As various regions compete to deploy new productive forces, the four words "adapt to local conditions" are undoubtedly very directional and guiding.

  Finally, in promoting the development of new productive forces, the General Secretary emphasized the need for classified guidance.

  Classified guidance is a work method often mentioned by the General Secretary. This can’t help but be reminiscent of the “targeted poverty alleviation” work strategy. Classified guidance is one of its core requirements and solves the problem of accuracy of policies and measures.

  In the process of promoting the development of new-quality productive forces, various localities and departments will inevitably face vastly different work situations. If pertinence and accuracy are ignored, it will be difficult to achieve the expected results.
