China News Service, Beijing, March 7 (Reporter Li Yunhan) "Expand the coverage of inclusive childcare institutions, formulate preferential policies, and provide appropriate subsidies to childcare institutions according to the scale of childcare." During the National Two Sessions, members of the National Committee of the Chinese People's Political Consultative Conference and the People's Political Consultative Conference Liu Jujiao, deputy chairman of the Jiangxi Provincial Committee and former first-level inspector of the Jiangxi Provincial Department of Education, is very concerned about the healthy development of childcare services for infants and young children under 3 years old.

On February 1, in a kindergarten in Nanjing, children washed their hands under the guidance of their teachers.

Liu Jujiao's proposal mentioned that relevant data show that currently about one-third of parents of infants and young children aged 0 to 3 have a relatively strong demand for childcare services.

However, less than 15% of parents are willing to send children to child care, and the enrollment rate of most institutions is less than 50%.

The strong demand for childcare and the increasingly large-scale childcare industry are in sharp contrast with the relatively sluggish enrollment rate. The supply and demand in the childcare market shows a structural imbalance.

Liu Jujiao believes that there are currently few public childcare institutions in some areas, and private childcare institutions charge relatively high fees due to high space rent and labor costs. At the same time, the strength of childcare teachers is weak, and most of the employees are transferred from the kindergarten teacher team. There is a gap in demand for care services for infants and young children under 3 years old.

"Improving the management mechanism led by the health department and involving all relevant departments, and promoting it collaboratively and effectively." Liu Jujiao suggested that the daycare institution construction plan, government investment, supporting policies, etc. be included in the local government's target performance assessment, and gradually establish and improve industry self-discipline. and social supervision mechanisms.

Liu Jujiao also suggested that outlets should be scientifically planned and laid out, and newly built communities should be scientifically calculated and planned according to no less than a certain number of support spaces per 1,000 people; old cities and residential communities that have built without infant care service facilities should be purchased, replaced, and rented Through other methods, we will explore vacant spaces in the community and provide a corresponding number of supporting spaces.

In response to the high fees charged by some childcare institutions, Liu Jujiao suggested encouraging qualified employers to use existing resources such as labor union welfare funds to provide support for employee childcare.

At the same time, we will formulate childcare subsidy standards for families, and provide subsidies directly to families to allow parents to choose childcare institutions independently.

Liu Jujiao called for strengthening research on the physical and mental development patterns of infants and young children aged 0-3, improving the medical-education collaboration mechanism, and optimizing training courses and professional subject settings.

Accelerate the preparation of professional teaching materials for child care in undergraduate colleges and secondary and higher vocational colleges.

For vocational schools that have not yet opened a childcare major, they can develop subdivided professional directions from the existing 3-6-year-old preschool education major and add a series of 0-3-year-old childcare and care service courses.

Establish an on-the-job training mechanism and plan to organize daycare practitioners to conduct off-the-job training on professional quality and academic level.

In addition, Liu Jujiao suggested that all provinces and cities should formulate and refine site standards, management processes and other content according to local conditions based on the "Standards for Setting up Childcare Institutions (Trial)" and "Standards for the Management of Childcare Institutions (Trial)" issued by the National Health Commission.

According to the relevant rules and regulations, a comprehensive survey of childcare institutions will be carried out, and institutions will be actively guided to take the initiative to make rectifications and compliance filings. Any substandard institutions that do not make rectifications will be resolutely shut down.
