  Heilongjiang Province is at the forefront of my country's opening up to the north. It has opening platforms such as the National Free Trade Pilot Zone and the Border Economic Cooperation Zone. It is one of the first provinces in the country to carry out economic and trade with Russia.

  "However, problems such as relatively weak infrastructure, poor industrial structure, and low level of openness to the outside world have long existed, which have affected the implementation effect of the action to revitalize the border and enrich the people." Qian Fuyong believes that the asymmetry of the railways along the border is the primary issue affecting the revitalization of the border and enriching the people.

Heilongjiang Province currently has 1,434 kilometers of border railways, which are only partially connected and have no network, with weak comprehensive transportation capabilities. The Russian Trans-Siberian Railway, which corresponds to the border of Heilongjiang Province, has a total length of 9,332 kilometers, and the distance along the Sino-Russian border ranges from 20 to 100 kilometers. It has a circular layout, and the 4,200-kilometer-long Beia-Asia Railway is built in parallel, with two lines running in parallel and branch lines connecting.

  To this end, Qian Fuyong proposed: increasing support for border infrastructure construction.

From the perspective of safeguarding national defense security, stabilizing the border, and prospering the border and enriching the people, we will promote the construction of border railways in Heilongjiang Province, take the lead in launching the Heihe to Wuyiling project that has been included in the national "14th Five-Year Plan" railway development plan, and use this as a demonstration. Form a border railway construction model in Heilongjiang Province.

  At the same time, we will promote access to third-level highways in towns and hardened roads in natural villages at the border, and open up the "last mile" of border posts and camps to better meet the travel needs of frontline military and civilians at the border.
