In order to fully protect the litigation rights of persons with disabilities, the Supreme People's Court and the China Disabled Persons' Federation proposed to encourage qualified people's courts to open green channels and specifically mark cases involving persons with disabilities to achieve priority in case filing, trial, and execution.

Judicial relief such as deferment, reduction, and exemption of litigation fees shall be provided to qualified disabled persons in accordance with the law.

  It is understood that the Supreme People's Court, in conjunction with the China Disabled Persons' Federation, has established a "head-to-head" online diversified dispute resolution mechanism to better leverage the advantages of the Disabled Persons' Federation and social forces to prevent and resolve conflicts and disputes involving disabled people, and improve the efficiency of dispute resolution.

Staff of the Disabled Persons' Federation can not only mediate disability-related disputes directly through the court mediation platform, but can also participate in other social third-party mediation work to provide auxiliary services for disabled people.

Innovative mediation and resolution model to jointly resolve disputes on the spot

  The "Opinions" propose that local people's courts can jointly set up mediation studios or litigation service sites with the Disabled Persons' Federation, where judges, staff of the Disabled Persons' Federation, etc. can carry out legal consultation, litigation guidance, mediation and resolution through a combination of online and offline methods. For disputes involving disabled people such as those caused by traffic accidents, work-related injuries, and medical disabilities, we can explore the establishment of roving case handling points in the traffic management departments of public security organs, labor and security departments, and medical and health departments to jointly resolve disputes on the spot.

  When people's courts at all levels conduct dispute resolution and mediation or provide litigation services, if they find that the relevant units are not doing a good job in safeguarding the rights and interests of disabled people or that there are violations of the legitimate rights and interests of disabled people, they should promptly report to the local government authorities, the Disabled Persons' Federation, etc. , if necessary, can send judicial suggestions to the unit, put forward targeted governance suggestions, and prevent and reduce conflicts and disputes involving disabled people from the source.

  It is understood that the Supreme People's Court is currently working with the China Disabled Persons' Federation to produce a braille version of the litigation guide, which is dedicated to providing more accurate litigation guidance for disabled people to carry out litigation activities in courts across the country.
