  1. Agree in principle with the "Henan Province Land and Space Plan (2021-2035)" (hereinafter referred to as the "Plan") reviewed and approved by the Ministry of Natural Resources.

The "Plan" is the guide for spatial development in Henan Province, the spatial blueprint for sustainable development, and the basic basis for various development, protection and construction activities. Please organize and implement it carefully.

Henan Province is located in the Central Plains and is an important region supporting the implementation of national strategies such as the rise of the central region, ecological protection and high-quality development in the Yellow River Basin.

The implementation of the "Plan" must adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implement the spirit of the 20th National Congress of the Party, completely, accurately and comprehensively implement the new development concept, adhere to the people-centered approach, coordinate development and security, and promote Man and nature coexist harmoniously, strive to promote Henan to strive for the first place in the rise of the central region, and strive to write a chapter in Henan's Chinese-style modernization.

  2. Build a solid spatial foundation for safe development.

By 2035, the amount of cultivated land in Henan Province will be no less than 109.5552 million acres, of which the permanent basic farmland protection area will be no less than 98.3789 million acres; the ecological protection red line area will be no less than 14,000 square kilometers; the urban development boundary expansion multiple will be controlled within In 2020, the scale of urban construction land will be within 1.3 times; the construction land use area per unit of GDP will decrease by no less than 40%; the total water consumption will not exceed the national indicators, of which it will not exceed 26.07 billion cubic meters in 2025.

Clarify the key prevention and control areas for natural disaster risks, delineate flood and other risk control lines, implement safety guarantee spaces such as strategic mineral resources and historical and cultural protection, and comprehensively anchor the bottom line of space for high-quality development.

  3. Build a land and space system that supports the new development pattern.

Deeply implement regional coordinated development strategies, regional major strategies, main functional area strategies, new urbanization strategies and rural revitalization strategies, and promote the formation of a new pattern of land and space development and protection with obvious main functions, complementary advantages, and high-quality development.

Actively integrate into the joint construction of the "Belt and Road", align with major regional strategies such as the coordinated development of Beijing-Tianjin-Hebei and the development of the Yangtze River Economic Belt, and strengthen the Central Plains urban agglomeration and the Beijing-Tianjin-Hebei urban agglomeration, the Yangtze River Delta urban agglomeration, the Chengdu-Chongqing twin-city economic circle, and the Yangtze River The coordinated development of midstream urban agglomerations creates an inland open highland.

  4. Systematically optimize the development and protection pattern of land space.

Give full play to regional comparative advantages, optimize the positioning of main functions, refine the division of main functional areas, and improve differentiated support policies.

Consolidate the grain production bases in the Huanghuaihai Plain and Nanyang Basin, expand the production space of agricultural products, shoulder the important task of food security, and create an important core area for grain production in the country.

Build the Yellow River Ecological Belt with high standards, improve the water conservation and soil and water conservation capabilities of the Taihang Mountains, Funiu Mountains, Tongbai Mountains and Dabie Mountains, and coordinate the implementation of the protection and restoration of important mountains, rivers, forests, lakes, wetlands, etc.

Strictly control the spatial space of rivers and lakes, strengthen comprehensive management of groundwater overexploitation areas, and effectively ensure the south-to-north water diversion project.

Improve the regional radiating and driving capacity of the Zhengzhou metropolitan area, promote the urbanization process of Zhengzhou-Kaifeng, accelerate the construction of sub-central cities in Luoyang and Nanyang provinces, promote the intensive layout of towns along the Longhai Railway and Beijing-Guangzhou Railway, coordinate the layout of public service facility systems, and hierarchical Classify and optimize rural space and improve the quality of urban and rural living environments.

  5. Maintain the seriousness and authority of the plan.

The "Plan" is an overall arrangement for the land space of Henan Province. It is the policy and general outline for the protection, development, utilization and restoration of the provincial land space. It must be strictly implemented, and no department or individual may modify it at will or make illegal changes.

In accordance with the requirements of regular physical examinations and five-year evaluations, we will improve the monitoring, evaluation and early warning mechanisms for the implementation of various types of land and space planning at all levels, and use the planning evaluation results as an important basis for the supervision and assessment of planning implementation.

Establish and improve planning supervision, law enforcement, and accountability linkage mechanisms, and implement planning full life cycle management.

  6. Ensure planning and implementation.

The Henan Provincial People's Government must strengthen organizational leadership, clarify the division of responsibilities, improve working mechanisms, and improve supporting policies and measures.

We will do a good job in issuing and making public the "Plan" and strengthen social supervision.

Organize and complete the preparation of overall land space planning, detailed planning, and related special plans at all levels at local levels, accelerate the formation of a unified land space planning system, and coordinate the development and protection of land space.

Strengthen the guidance and constraints of special planning for water conservancy, transportation, energy, agriculture, information, municipal administration and other infrastructure, as well as public service facilities, military facilities, ecological environment protection, cultural relic protection, forestry and grassland, etc., on the "one map" of land and spatial planning Coordinate to resolve conflicting issues and rationally optimize space layout.

Establish and improve the national spatial planning committee system to play an overall coordinating role in the preparation, implementation and management of national spatial planning.

In accordance with the requirements of "unified base map, unified standards, unified planning, and unified platform", we will improve the "one map" system of territorial spatial planning and the basic information platform of territorial spatial planning, build a monitoring network for the implementation of territorial spatial planning, and improve the digital level of spatial governance.

The Ministry of Natural Resources should work with relevant parties to coordinate closely according to the division of responsibilities and strengthen guidance, supervision and evaluation to ensure the realization of various goals and tasks set in the Plan.

All relevant departments must resolutely implement the decisions and arrangements of the Party Central Committee and the State Council on the "multiple regulations into one" reform, and shall not establish other spatial plans outside the territorial spatial planning system.

Major matters in the implementation of the "Plan" must be reported promptly.
