Pouring rain greets voters in Arlington, in northern Virginia, a close suburb of Washington.

Less than ten of them showed up in about forty minutes.

At the exit, Suzanne Reed is there to recruit activists for the Democratic Party.

“

It’s raining, so people are rushing to their cars,”

she explains.

So, we haven't recruited many people yet, but we hope things will get better if the weather improves.

Participation is low today.

This is to be expected for a primary like this.

It will probably be low.

Arlington, a bit like Washington, is a city with a very strong Democratic majority.

And we don't come across many Republican activists, even if on this primary day, they are all voting in the same place.

Bob Cambridge runs the office.

“

In Virginia,

” he said,

“you don’t have to be a member of a particular party to vote.

If you consider yourself a Republican, you can choose the Democratic ballot, and if you consider yourself a Democrat, there is always the Republican ballot.

We won't ask any questions.

You choose your ballot, and you fill it out, that's all.

In general, turnout is highest around the time of the general election in November.
