"After the Spring Festival, I come to the green ecological vegetable seedling base whenever I have free time to check the growth of the seedlings with the technical staff." On March 5, deputy to the National People's Congress, Party branch secretary and village committee director of Sunzhuang Village, Guandu Town, Zhongmu County, Henan Province Sun Zhongling said.

A few years ago, when Sun Zhongling returned to his hometown, he saw that there was no collective economy in the village. The villagers only adopted the traditional family small-scale decentralized operation model and planted garlic, vegetables and other crops sporadically. There were 3,020 people in 805 households in the village, and the per capita cultivated land area was 1.6 mu.

"This kind of production model with small-scale decentralized family operations and a single structure is difficult to adapt to the development needs of the new situation. Farmers have low income and difficulty in increasing their income." Sun Zhongling said that he was determined to return to his hometown to start a business and lead the villagers to find a way to get rich and increase their income. .

After Sun Zhongling became the secretary of the village party branch, he led the village cadres to register and establish a land joint-stock cooperative through repeated research and practice, and began to explore five ways of holding shares: land, manpower, capital, agricultural machinery, and talents for centralized and intensive management, allowing farmers to become the main body of industrial development. It has implemented a cooperative management model of "all people's stock participation + corporate management" to change the traditional family decentralized management model and follow the path of large-scale operation in line with market rules.

Under Sun Zhongling's leadership, Sunzhuang Village built a farm covering an area of 1,800 acres, developed organic vegetable and fruit planting and agricultural service projects, and explored a new model of rural cooperative management.

At present, the village's collective economy has employed more than 600 people, driving 5,000 surrounding farmers to grow high-quality agricultural products. The average income per mu has increased from 400 yuan to more than 8,000 yuan. Sunzhuang Village has also jumped from a collective economy "shell village" to an annual income of 350 yuan. "Star Village" worth 10,000 yuan.

"Farmers who have become rich need to improve their legal literacy and lay a legal foundation for rural revitalization. If they do not abide by the law, they may return to poverty due to crime." Sun Zhongling changed the subject. With the vigorous development of the rural economy, issues involving the agricultural field Various types of cases will gradually increase. The procuratorial organs must exert their legal supervision responsibilities, continue to improve the quality and efficiency of case handling, and effectively safeguard the legitimate rights and interests of farmers involved in the cases.

"While handling agricultural-related cases with high quality and efficiency, the procuratorial organs must continue to innovate the procuratorial work model for the people, strive to improve the level of publicity on the rule of law, and promote agricultural production safety through supervision of case handling, procuratorial suggestions, and publicity on the rule of law. It is necessary to combine Handle cases to popularize legal knowledge to the masses and provide timely legal advice on outstanding issues related to agriculture." Sun Zhongling suggested.

"The assistance of the procuratorial organs is important, but I also believe that cultivating new professional farmers is the source of power for the development of modern agriculture, the fundamental way to increase farmers' income, and an important prerequisite and guarantee for rural democratic management. New professional farmers are no longer traditional Rural workers in the sense must not only abide by the law, but also have the ability to use the law to protect their legitimate rights and interests." Sun Zhongling said, "As a farmer representative from the grassroots, I actively lead the villagers to respect the law, learn the law, abide by the law, and actively participate in procuratorial work. Through the agency's 'Sending Laws into the Villages' campaign, the construction of democracy and the rule of law in the village has been steadily promoted, and the villagers' awareness of the rule of law has been significantly enhanced. We are becoming more and more confident on the road to increasing farmers' income and expanding rural industries to enrich the people."
