The Venice Commission has warned Spain that amnesties such as the one that Pedro Sánchez's Government intends to approve "should not be designed to cover specific individuals."

In this way, the advisory body of the Council of Europe on constitutional matters warns about the possibility that the law with which this measure of grace is to be applied to those accused of 1-O is made to the letter of the former president of the Generalitat Carles Puigdemont.

In Moncloa, for their part, they interpret that the Venice Commission "fully endorses the existence" of the law, although the European body does not rule on its legality.
