This marks the official implementation of the Hengqin line management policy of liberalizing the "first line" of goods, controlling the "second line", and highly facilitating the entry and exit of personnel.

  The "Overall Plan for the Construction of the Hengqin Guangdong-Macao Deep Cooperation Zone" clarifies that the connection between Hengqin and the Macao Special Administrative Region is set as the "first line"; the connection between Hengqin and other areas within the customs territory of the People's Republic of China is set as the "second line".

The "first line" is Hengqin Port, and the "second line" channels include Hengqin Bridge, Shenzhen Channel, Hengqin Tunnel, Shizimen Tunnel, Guangzhou-Zhuhai Urban Rail Extension Line Hengqin Station, Chimelong Station, and Hengqin Wharf.

  Just after 0:00 on March 1, Cheng Xi, the first Macao resident to declare animal and plant products for entry, was welcomed in front of the "front-line" Hengqin Port customs operation area.

She said: "On the first day of the customs closure, I applied online with a trying attitude. I was very happy to successfully pass the customs with fruits and lunch boxes. After returning to Macau to have a meal, I can pack it up and go back to Hengqin."

  It is understood that after the cooperation zone was closed and put into operation, the policy for people to bring luggage and items into the country through the "first-line" Hengqin Port has changed significantly.

  According to Li Mingqiong, deputy section chief of the Travel Inspection Section of Hengqin Customs under Gongbei Customs, after the customs closure measures are implemented, Macao residents can bring animal and plant products, including cooked meat, cooked eggs, dairy products, fruits and vegetables, fresh cut flowers, etc. into the cooperation zone. It greatly facilitates Macao residents to live and work in the cooperation zone.

  Li Weinong, director of the Cooperation Zone Executive Committee, said that the cooperation zone’s implementation of separate line management and closed operations is a key measure to implement the original mission of promoting moderately diversified economic development in Macao.

The new policy will effectively promote the more efficient and convenient flow of logistics, people, capital, and information between Qingdao and Macao, allowing Macao residents who study, work, start businesses, and live in the cooperation zone to experience a living environment that is more similar to Macao and create new opportunities for Macao. New industrial formats create valuable new space for development.
