  The so-called "front-line" liberalization refers to the liberalization of tax administration, inspection and quarantine, and greatly simplified customs procedures, while the "second-line" control refers to the regulation of duty-free, bonded goods and tax-related items leaving the area.

For luggage and items (i.e. duty-free items) that are released duty-free from the ports open to the outside world in the cooperation zone and then enter the mainland, the customs will supervise and collect taxes in accordance with regulations.

If passengers (excluding non-resident passengers) who enter the mainland from the cooperation zone through the "second line" for the first time within 15 days carry no more than 8,000 yuan (inclusive) of duty-free items, the customs will grant duty-free release.

If non-resident passengers carry duty-free items not exceeding 2,000 yuan (including 2,000 yuan), the customs will release them duty-free.
