Less than a week before the planned meeting between the Minister of Ecological Transition and Territorial Cohesion and the leaders of Capeb (confederation of crafts and small construction companies) and the FFB (French Federation of Buildings), the executive is putting forward several avenues to try to relaunch energy renovation among individuals.

After cutting Ma Prime Rénov by a billion euros on budgetary savings, the government is considering several measures to try to revitalize a mechanism which has been experiencing a serious slowdown, particularly since the start of the year.

The main reason for this slowdown is the obligation since January 1 for individuals to carry out not just one work station but several at the same time to benefit from the famous financial aid from the state.

Too complex, too expensive, the French seem to be increasingly turning away from this formula.

The executive is therefore preparing to perform a backflip with the return to single gesture.

Says a government source, if the remaining cost of a package of work (change of heating + insulation) is today too high for many French people, we might as well return to the previous rule which allowed them to benefit from Ma Prime Rénov' for a single gesture, like changing windows, for example.

Has the RGE label lived on?

While the number of certified craftsmen (Recognized as guarantors of the environment) continues to decrease, less than 60,000 today, the government makes its

mea culpa

and recognizes that access to the label is a gas factory for many construction professionals.

As a result, many of them abandon the very idea of benefiting from it, which has the effect of keeping them away from state-subsidized projects.

To put an end to this situation, three scenarios are being considered at the highest level: simplification, relaxation, or even outright removal of the label.

In the future, all construction companies could access this work financed by the public authorities and no longer just the certified ones, which are too few in number.

The state would simply note the renovations carried out and validate the acquired experience of the craftsmen concerned.

What future for Rénov’ guides?

Two options are being studied at the Ministry of Ecology and Territorial Cohesion.

Or the pure and simple postponement of the obligation to call on a Rénov' guide for all constructions until July 1st.

On this date, these certified experts are supposed to help individuals prepare their files in order to obtain public funding.

Problem is, there are too few of them, 2,500 according to Anah instead of the 5,000 planned.

Either, they could devote themselves only to large projects which require public sums greater than 10,000 or 20,000 euros.

Advantage, this would allow many pending works to be unblocked, as there is no support.

A shame for craftsmen forced to wait weeks for their quotes to be validated and implemented.

A shortfall which further weakens VSEs already in difficulty.
