The town hall of Compiègne, in Oise, has decided to award good and bad points to HLM tenants.

The objective is to no longer rent to families of delinquents and thus stem the growing insecurity.

The agglomeration council voted on a new criteria grid which will decide between tenants based on their behavior. 

The Compiègne agglomeration has decided to take into account new criteria in the allocation of HLM housing to its residents.

The objective is clear: no longer rent social housing to families of delinquents.

The urban council voted on a new rating scale for applicants for social housing, with a bonus/malus system depending on the behavior of aspiring tenants.

“The concern for social peace”

Less 10 points in the event of conviction for violence, up to 25 points less for drug trafficking... This rating grid will help guide the social housing allocation commission in its choice of future tenants. 

"I see scared virgins, why should that concern the whole family? In a family, in an apartment, we are aware of what is happening. It is simply about making sure that it happens. as best as possible in the interest of social peace", says Philipe Marini, mayor and president of the Compiègne agglomeration.

“I think we need to sort things out”

This bonus-malus system is well received by Annie who has lived in the Victoire district in Compiègne for 30 years.

“It would be more normal to allocate housing to someone who has no record rather than to someone who sells drugs,” she testifies at the microphone of Europe 1. A necessary measure also for Sylvie who sees the situation deteriorating.

“In Compiègne, certain neighborhoods have become dangerous, we need to find a solution to keep the population safe. I think we need to sort things out,” she adds.

In Oise, 27,000 applications for social housing are pending. 

The CNIL was contacted by the CLCV, an association for the defense of tenants, regarding the conformity of this rating grid with regard to data protection.

A referral “under investigation”.
