China News Service, Hong Kong, February 28 (Reporter Liu Dawei) On the afternoon of the 28th, Xia Baolong, director of the Central Hong Kong and Macao Affairs Office and director of the Hong Kong and Macao Affairs Office of the State Council, left Hong Kong via the Shenzhen Bay Port and concluded a week-long inspection.

This is Xia Baolong's second visit to Hong Kong in less than a year. It is also his first visit to Hong Kong as the director of the Central Hong Kong and Macao Affairs Office. It is also an all-round and multi-field visit to Hong Kong during the Spring Festival and before the National Two Sessions.

According to Liu Zhaojia, consultant of the National Association for Hong Kong and Macao Studies, the visit of the inspection team led by Xia Baolong to Hong Kong coincides with the opening of the district councils under the new electoral system and the announcement of the new year's budget. The central government can use the inspection opportunity to better understand the Hong Kong region. The progress of governance as well as the financial status and development direction of the SAR government, etc.

"Hong Kong's economic development is the focus of this inspection." Liu Zhaojia said.

The central government attaches great importance to Hong Kong's economic development, which is evident from the inspection trip.

On the first day of arrival in Hong Kong, the inspection team led by Xia Baolong held two discussions with key officials of the SAR government, one of which was specifically arranged to meet with officials in charge of finance and economics.

In the following days, Xia Baolong also met with Hong Kong industrial and commercial groups, financial circles, local Hong Kong chambers of commerce, foreign chambers of commerce in Hong Kong, and economic experts to understand Hong Kong's economic development and needs one by one.

When meeting with representatives of the Chamber of Commerce, Xia Baolong emphasized that Hong Kong is a paradise for business executives to start their own businesses and a place to achieve their dreams. The world-recognized first-class business environment is Hong Kong's "golden brand".

The message this statement conveys to the outside world is self-evident.

Yuan So Siu-mei, chairman of the Hong Kong General Chamber of Commerce who participated in the meeting, believed that the meeting strengthened the representatives' confidence in Hong Kong's development prospects and clarified Hong Kong's unique advantages under "one country, two systems", especially its role as a "super contact".

"We all agree that Hong Kong's economy will be better tomorrow."

In addition to boosting confidence in Hong Kong's development, regional governance is also one of the focuses of Xia Baolong's visit to Hong Kong.

District councils are an important link in regional governance.

In December last year, Xia Baolong pointed out in his speech at the 10th anniversary celebration of the establishment of the National Hong Kong and Macao Research Association that as an important part of participating in Hong Kong's grassroots governance, district councilors should take practical actions to take root at the grassroots and serve the community to show a new atmosphere of patriotism and love for Hong Kong.

How to show the "new atmosphere"?

District councilors need to do a good job of "distributing information from superiors to subordinates and reporting information to subordinates", play a good role as a bridge between the SAR government and citizens, and solve the citizens' "urgent difficulties and worries".

What are the results of the "new atmosphere"?

When Xia Baolong met with all district council members of the Sai Kung District Council on the 23rd, he affirmed the council members' quick entry into their roles, solid and effective work, and serving the public with heart and soul. He said that reshaping the district council system and improving the regional governance system are in line with the reality of Hong Kong and are in line with the reality of Hong Kong. It is absolutely right that Hong Kong needs governance and development.

Within seven days, Xia Baolong led three deputy directors and five directors of the Central Hong Kong and Macao Affairs Office to participate in dozens of forums, covering Hong Kong's politics, economy, finance, culture, people's livelihood, regional governance, youth development and other fields.

The investigation lasted longer, the scope of contact was wider, the number of people met was larger, and the opinions collected were richer than before.

It is worth mentioning that during the inspection period, the central government also continued to send out "big gift packages" to benefit Hong Kong.

The day after Xia Baolong arrived in Hong Kong, the central government added Xi'an and Qingdao as "free travel" cities for tourists to Hong Kong and Macao.

Once the policy was released, the relevant industries in Hong Kong responded enthusiastically. It is believed that this measure can provide assistance to the sustainable development of Hong Kong's tourism and related industries.

When meeting the media after bidding farewell to Xia Baolong and his delegation on the 28th, Chief Executive of the Hong Kong Special Administrative Region Lee Chia-chao also mentioned that the central government will continue to introduce policies to benefit Hong Kong in the future.

Building confidence from all walks of life, showing the central government's concern, and sending out "gift packages" to benefit Hong Kong... Xia Baolong's week-long inspection trip injected strong confidence and motivation into Hong Kong's development.

This allows all walks of life in Hong Kong to see that the country will always be Hong Kong's strong backing. With the central government's firm support, Hong Kong will be able to fully develop its economy, improve people's livelihood, and go further and more steadily on the road to governance and prosperity.
