The national carbon emissions trading market was officially launched on July 16, 2021.

Two performance cycles have been successfully completed. The first performance cycle is from 2019 to 2020, and the second performance cycle is in 2021 and 2022.

At present, the national carbon emissions trading market covers approximately 5.1 billion tons of annual carbon dioxide emissions and includes 2,257 key emission units, making it the largest carbon market covering greenhouse gas emissions in the world.

Zhao Yingmin said that the performance of the national carbon emissions trading market is stable and improving.

Compared with the first performance cycle, the market activity in the second performance cycle has increased significantly.

As of the end of 2023, the cumulative trading volume of the national carbon emissions trading market was approximately 440 million tons, with a transaction volume of approximately 24.9 billion yuan.

China's carbon emissions are mainly concentrated in key industries such as power generation, steel, building materials, nonferrous metals, petrochemicals, chemicals, papermaking, and aviation.

Currently, the national carbon emissions trading market is included in the power generation industry.

Zhao Yingmin said that in the future, we will adhere to the principle of "seeking progress while maintaining stability, first easy and then difficult" and prioritize the inclusion of key industries with large carbon emissions, serious overcapacity, good synergy effects of pollution reduction and carbon reduction, and good data quality foundation.

"The expansion work will grasp the pace and intensity, and scientifically and reasonably determine the inclusion time of different industries." Zhao Yingmin said that the Ministry of Ecology and Environment has carried out special research, evaluation and demonstration on the quota allocation methods, accounting reporting methods, expansion implementation paths, etc. of key industries. , the drafting of relevant technical documents has been basically completed, and we strive to achieve the first expansion of the national carbon emissions trading market as soon as possible.
