Experts and analysts say that the plan presented by Israeli Prime Minister Benjamin Netanyahu to his war council regarding the future of the Gaza Strip after the war is nothing but an attempt to buy time and block any American or Arab post-war plan.

Netanyahu's plan calls for Israel to take security control of the Gaza Strip for an indefinite period, establish a buffer zone between the Gaza Strip and the settlements adjacent to it, and permanently close the border between Gaza and Egypt.

The plan also stipulates the rejection of unilateral recognition of the Palestinian state without unconditional negotiation with Israel, and that the reconstruction of the Gaza Strip should be through funding provided by countries in the region and accepted by Tel Aviv.

Daydreaming

Netanyahu's plan, which military expert Major General Fayez Al-Duwairi describes as a "daydream," comes at a time when the New York Times quoted American officials as saying that Israel will not be able to defeat the Islamic Resistance Movement (Hamas), which was also confirmed by Israeli military leaders.

During his participation in the program “Gaza... What Next?”, Al-Duwairi said that Netanyahu’s plan is unrealistic and cannot be implemented, because it assumes crushing the Hamas movement, which is something that Israel does not have the ability to implement.

Even if Israel was able to completely eliminate Hamas politically and militarily, this would require years of fighting, Al-Duwairi says.

The first researcher at the Al Jazeera Center for Political Studies, Dr. Liqaa Makki, held the same opinion, saying that Netanyahu’s plan is nothing more than a maneuver to buy time and distract internal and external public opinion.

According to Makki, Netanyahu is “trying to pull the rug from under any possible American or Arab plan regarding the future of the Strip, and at the same time appease the extreme right, whose aspirations the proposed plan is consistent with.”

Aside from the realism of the Israeli plan, it is the field that will determine the future of the Gaza Strip, according to Makki, who confirms that no one will stand up to Netanyahu if he defeats Hamas, while everyone will rush to save him through many plans if he is defeated.

As for the expert on Israeli affairs, Dr. Muhammad Halsa, he believes that Netanyahu is trying to absorb the increasing criticism due to his failure to achieve the goals of the war on the one hand, and to respond to his political opponents who are outbidding him on the other hand.

In addition, Halasa adds, the Israeli Prime Minister is trying to buy time to complete his war by distracting internal and external public opinion and drowning it in details that require many years to discuss, as well as the reality of their implementation on the ground.

Netanyahu is also trying - according to Halasa - to block the way for the United States, which wants to rule the Gaza Strip through a renewed Palestinian authority, which he does not want.

Despite the illogicality of the Israeli proposal, Makki believes that the United States “may reduce its pressure on Netanyahu by saying that he presented a post-war plan, and demanding that the parties enter into political discussions and negotiations that will take years at the expense of the Palestinians, which is something Washington has done over the past decades.”

Makki concluded that the post-war plan exists in Netanyahu’s mind alone, and it can be said that it is based on the formation of a new authority led by the former leader of the Palestine Liberation Organization (Fatah), Muhammad Dahlan, or his representative in Gaza, adding, “This plan is currently being prepared in agreement with Arab countries".
