More than 42,000 people committed electronic fraud, a year-on-year increase of 63.5%.

  Zhang Xiaojin introduced that currently telecommunications network fraud crimes are frequent and the situation is still severe and complex.

First, fraud groups have become cross-border and monopolized. Criminals have opened "industrial parks" and "technology parks" abroad specifically to provide venues for fraud crimes, recruit personnel, and implement management and control by providing guarantees, armed shelter, etc., and charging commissions or fees. Obtain stolen money and form a large criminal organization.

  Second, the fraud methods are multiple and complex, such as "pig killing plate + false investment", "combination of gambling and fraud", "combination of fraud and extortion", etc., which are more confusing and have also led to serious violent crimes such as intentional injury.

  Third, the illegal crime module is becoming increasingly stable, and the modules of personnel, information, technology, and capital are closely connected.

Criminal tool software has become increasingly simple and easy to use, and the threshold and cost of crime have been greatly reduced, resulting in a wider range of people being attracted to criminal activities.

  Fourth, the funding channels are intertwined and hidden, and virtual currency "money laundering" has become a mainstream method. Low-income groups are exploited to help criminals transfer fraudulent funds in "small amounts and multiple transactions." The funding channels are more complicated, difficult to trace back, and extremely harmful.

  Zhang Xiaojin said that telecommunications and Internet fraud crimes are serious and deeply abhorred by the public.

Since 2023, the procuratorial organs have conscientiously implemented the decisions and arrangements of the Party Central Committee, adhered to the "people-centered" approach, cracked down and punished severely in accordance with the law, and resolutely curbed the high incidence of telecommunications network fraud.

Give full play to the deterrent effect of "strictness".

  From January to November 2023, more than 42,000 people were prosecuted for electronic fraud crimes, a year-on-year increase of 63.5%.

The Supreme People's Procuratorate and the Ministry of Public Security jointly supervised the handling of the third batch of five extremely large cross-border electronic fraud cases; launched a special operation to crack down on electronic fraud in northern Myanmar, assigned 28 provinces to supervise the handling of 45,000 fraud-related cases, and thoroughly investigated major groups and ringleaders. ; Study and formulate guidance on handling cross-border electronic fraud cases by the "two highs and one department"; severely punish all types of coordinated crimes in accordance with the law, prosecute 197,000 people for crimes of accomplices, cover-up crimes committed by using information networks, and crimes of obstructing national (border) border management 27,000 people, sending a strong signal of strict compliance with the law.

Proactively perform duties to promote source governance.

In response to the failure of telecommunications, finance, Internet and other industries to implement anti-fraud obligations, more than 160 public interest litigation cases have been handled in various places. Jiangsu, Guizhou and other places have urged competent authorities to standardize the procedures for batch application for fixed-line phones and initiate the revocation of business license registration of companies involved in fraud in accordance with the law.

  In response to the high incidence of credit fraud, the Supreme People's Procuratorate, together with the Ministry of Public Security and the Ministry of Industry and Information Technology, jointly interviewed operators and platform companies to urge the strengthening of risk prevention and control.

We will make every effort to recover stolen goods and recover damages, strengthen coordination and cooperation with the Ministry of Public Security and the Supreme People's Court, make full use of laws and policies, and urge criminals to return stolen goods and compensate for the entire process.

  Zhang Xiaojin reminded the public that fraud methods are evolving rapidly and it is necessary to continuously improve their awareness of fraud prevention and enhance their ability to detect fraud.
