China News Service, February 20 (Xinhua) According to the website of the Ministry of Agriculture and Rural Affairs, the "rain" has passed, the southern winter rapeseed is in the budding and flowering stage, the winter wheat in the middle and lower reaches of the Yangtze River, Huaihe River and Yangtze River has begun to turn green, and the southwest winter wheat has jointed, and spring plowing has begun. It is unfolding from south to north. The Central Meteorological Observatory predicts that due to the cold wave, there will be continuous widespread rain, snow and freezing weather in central and eastern my country from February 20th to 26th. This weather process will have low temperatures for a long time, heavy snowfall, and freezing rain will affect a wide range of areas, which is different from the rain in early February. The areas affected by snow and ice weather are highly overlapping and may have an adverse impact on current agricultural production.

In order to guide local governments to scientifically prepare for and respond to this round of rain, snow and freezing weather, the Ministry of Agriculture and Rural Affairs issued a notice to mobilize and deploy, issued multiple early warnings, and formulated and issued six technical opinions on how to deal with rain, snow and freezing disasters for different crops on February 20. Hunan, Hubei, Guizhou, Henan, Jiangsu, Anhui and other key provinces dispatched 4 working groups and 25 science and technology teams to promote the implementation of various measures.

The first is to analyze and judge the impact of disasters. Go deep into areas affected by low-temperature rain, snow and freezing weather, conduct surveys by crop and growth period to understand the impact of disastrous weather, and scientifically assess the damage.

The second is to implement scientific disaster prevention measures. Together with local agricultural and rural departments, we will improve the technical opinions on preventing low-temperature rain, snow and freezing disasters in different regions and crops, and guide all localities to promptly implement cleaning of "three ditches", removal of frozen sprouts and frozen leaves, spraying of foliar fertilizers, snow removal and reinforcement of facilities, wind protection and warming, etc. Cold and frost protection measures.

The third is to strengthen guidance services. We will stay at the site to perform vaccinations, visit villages and households, and provide guidance and training through various online and offline forms such as face-to-face on-site teaching, radio and television, online platforms, WeChat public accounts, short videos, etc., so as to understand and help solve practical difficulties and problems in a timely manner.
