Regarding ``customer harassment,'' which refers to unreasonable demands and malicious complaints from customers and business partners, he said, ``It has become a serious issue even at companies in Tokyo, and there is a strong need to create rules unique to Tokyo.'' We will continue to consider creating an ordinance on our own to accommodate this."
