He lobbied, broke his original promise to Wang, and voted for speaker Qiu Lili, a candidate of the Democratic Progressive Party, which caused the relationship between the three people to turn against each other.

Unexpectedly, Wang Wenzong teamed up with his friend Hong Zhengjun, nicknamed "Red Turtle", to plan to shoot at Guo Zaiqin's company and Xie Caiwang's service office before the election. It was agreed that Hong Zhengjun would command and execute, and Wang Wenzong would arrange post-escape assistance afterwards.
