party has been decisive, since ERC has decided to abstain, once again proving to be Sánchez's most docile ally, and the PSC has opposed the processing of the text. Ciudadanos and Vox, who do not have representatives in the governing body of the Chamber, have already warned that they will take the members of the table to court for allowing the Parliament to discuss an unconstitutional measure with a declared separatist vocation.

The bill defends that "the decision to declare independence corresponds to the people of Catalonia as holder of national sovereignty, and to the Parliament of Catalonia as their democratically elected representative" and establishes that, through the text, "the "Govern of the Generalitat to negotiate the international recognition of the declaration of independence."
