As follows from the financial report that Boris Nadezhdin submitted to the Central Election Commission at the first stage of his nomination, the politician was able to collect more than 80.5 million rubles in donations by January 27.

Of this amount, about 79.4 million were “donations” from individuals, more than 1 million came from the candidate’s own funds. 6.4 thousand rubles were received from a certain legal entity.

At the same time, in a separate column there is information about the return of received funds - in total, about 923 thousand were either transferred to the budget or returned to the donors themselves.

Nadezhdin wrote in his Telegram channel on February 10, that is, after the dissemination of information from the Central Election Commission about the refusal to register him as a presidential candidate, that the election account at the request of the Central Election Commission was closed and he was announcing the collection of 500 thousand rubles “to pay financial obligations” .

It was not possible to find any comments in the public field, as well as on the social networks of Boris Nadezhdin’s campaign regarding the fate of more than 27 million rubles remaining in the election account.

Mortgage millions

According to the database of enforcement proceedings of the Federal Bailiff Service of the Russian Federation, Boris Nadezhdin has “debt on loan payments (except mortgages).” The amount for this position is more than 22.5 million rubles. On the FSSP portal you can download a receipt for payment - together with the enforcement fee, Nadezhdin’s debt exceeds 24 million rubles.

Also, according to the FSSP database, a citizen whose name, surname, patronymic and date of birth completely coincide with those of Nadezhdin had a loan debt in the amount of more than 20 million rubles, the collection of which was stopped due to the debtor’s lack of property and income. The absence of additional private information, such as information about the place of birth, does not allow us to say with complete confidence that we are talking about the same person, but the similarity of the data is significant.

According to information on income and property of the Council of Deputies of the city of Dolgoprudny, Boris Nadezhdin, as a member of the local legislative body, declared about 4.48 million rubles in income in 2021 (the latest available information).

At that time, he had at his disposal a plot of land with an area of ​​1.2 thousand square meters. m, cottage area 126.1 sq. m. Also, the politician and his wife own an apartment with an area of ​​88 square meters. m, and another apartment with an area of ​​65 sq. m is in use.

Ambiguous means

In a conversation with RT, social activist Vitaly Borodin noted that Boris Nadezhdin’s political activities resemble a kind of business.

“By and large, nomination in various elections is Nadezhdin’s income, his business. If we talk about his presidential campaign, then, in fact, all he did was raise funds. I have a feeling that there was probably no real work and no intention to register,” says the expert.

Borodin also draws attention to the fact that the fate of the balances in Nadezhdin’s election accounts, as well as the sources of his financing, should be the subject of attention of law enforcement agencies.

“In my personal opinion, now members of Nadezhdin’s team will try to somehow capitalize these 27 million balances for their personal interests. Moreover, if one of the donors reports to law enforcement agencies about the misuse of funds or fraud, then there may be criminal cases against headquarters employees or even Nadezhdin himself. But it’s also important to check for foreign funding, how was he able to raise so much money? After all, Khodorkovsky*, Katz*, and the Navalnists promised to help there,” the social activist believes.

In a conversation with RT, lawyer Ilya Remeslo emphasized that he does not rule out a selfish motive in Nadezhdin’s attempt to run for the presidential election.

“According to my sources, Nadezhdin spent from his official account, and more than 100 million rubles were collected. His sponsors could have promised him something in exchange for trying to register, but if the money was taken from the election account, then this is direct fraud and a criminal case,” the expert said.

The lawyer also pointed out certain oddities in justifying the expenses of Nadezhdin’s headquarters as part of raising funds for the election campaign.

“In Nadezhdin’s report there is a strange line that 4.5 million rubles were spent on election campaigning in the media. By law, it begins on February 17. This may mean that either the money was spent on something else within the framework of the headquarters’ work, or that it “wasted” it altogether. In my opinion as a lawyer, this is a violation of the law. From the same series and the fees for the newspaper, which someone confiscated somewhere, but they have already managed to collect more than 7 million rubles for this,” the expert said.

Ilya Remeslo also noticed that Nadezhdin continues to collect donations, but now not to the election account, but through the YuKassa service.

The deception of donors, if confirmed, could result in the initiation of a criminal case for Nadezhdin, similar to the case against Alexei Navalny**, who also collected funds in an attempt to register as a candidate for the presidential elections in 2018, the lawyer believes.
