The opposition forces took control of Daraa from 2012 to 2018, and as clashes intensified between the opposition factions and the regime, Turkey, Iran, and Russia, the guarantor countries of the Astana process regarding Syria, declared Daraa Governorate a de-escalation zone in May 2017.

However, the Assad regime launched a ground attack on the region in June 2018, and its forces announced its control over the entire Daraa in July 2018, and thousands of opponents and their families were forced to leave the region towards the northern regions of the country.
