The investigation is being led by the US Department of Defense Criminal Investigative Service.

“Open investigations relate to grant and procurement fraud, corruption, theft, program violations, and counter-proliferation of weapons system component technologies,” the document says.

The report states that corruption is “a long-standing problem in Ukraine.”

At the end of January, three inspectors came to Ukraine from the United States: from the Ministry of Defense, the State Department and the Agency for International Development (USAID) to meet with “performers, partners and the Ukrainian government.”
