In the address, the legislator noted that in recent years, federal and regional authorities have been making significant efforts to reduce the level of tobacco smoking and consumption of alcoholic beverages in Russian society. Today, advertising of tobacco and alcohol products is prohibited in Russia, and restrictions on the sale of alcoholic beverages at night have been introduced in the regions.

Moreover, he recalled that retail trade enterprises are prohibited from displaying tobacco products on public display, which is an effective mechanism for reducing the attention of citizens (including minors) to these products.

At the same time, Khamzaev noted that such restrictions are currently partially violated in relation to alcoholic products. This is due to the fact that alcoholic products presented on store shelves are visually available to any visitor to a specialized alcohol store or large grocery market.

At the same time, in the premises of large retail enterprises, alcoholic products are often placed not only in specialized rows, but also in promotional (discount) areas, as a rule, at the entrance to the trading floor, thanks to which it is visually available to all customers, including children, he noted deputy

“As part of the further implementation of the state policy to reduce the consumption of alcoholic beverages, I ask you to evaluate the proposal on the need to amend regulations regarding the introduction of a ban on visiting specialized alcohol stores by minors, as well as the creation of separate closed alcohol sections in general grocery stores, as well as inaccessible to persons under the age of 18,” the text of the appeal says.
