Lavrov said this during the “government hour” in the State Duma.

He explained that Russia is ready to move to a political and diplomatic resolution of the conflict in Ukraine, this should happen on the basis of taking into account the “realities on the ground,” 

“In the absence of serious proposals from those who declared war on us and (taking into account) their unwillingness to take into account either our interests or the realities on earth, it will not yet be possible to speak at the negotiating table,” the head of the Foreign Ministry said.

On February 12, Russia’s first deputy permanent representative to the UN, Dmitry Polyansky, noted that neither side is currently ready to have a serious conversation with Moscow on the situation around Ukraine.

The Kremlin reported that European politicians are creating the image of Russia as an enemy in order to justify increasing spending on supporting Ukraine.
