As the parliamentarian noted, according to a methodological examination in 2021, conducted by the Presidential Commissioner for Children's Rights on the topic of identifying the number of victims and students of secondary education institutions involved in bullying, it was found that 5% of students were victims of the above problem.

At the same time, according to her, according to the expertise of the Security 2.0 center, the number of episodes of bullying of minors from May to November 2023 increased by 19.5% compared to the same period last year.

“An increase in the number of episodes of school bullying leads to negative consequences, such as antisocial behavior of students, the development of mental disorders, and a tendency to child suicide,” Lantratova said.

To solve this problem, in her opinion, it is necessary to increase the number of educational psychologists in schools, however, according to the Ministry of Economic Development of Russia, by 2023, schools are experiencing a shortage of educational psychologists of 55 thousand employees, which creates obstacles to effectively combating the problem of school bullying.

In this regard, she proposed expanding the staff of school educational psychologists using the internal resources of the school, namely, through the creation and implementation of financial motivation mechanisms in schools


to improve the qualifications of class teachers to the level of educational psychologist by introducing an additional monthly remuneration.

“Based on the above, dear Mikhail Vladimirovich, I ask you to consider the possibility of implementing this initiative aimed at improving the system for combating school bullying and present the position of the government of the Russian Federation on this issue,” the text of the appeal says.

Earlier, the Chairman of the Association of Manufacturers of Children's Goods, Works and Services, Mikhail Vetrov, called for considering the possibility of creating a specialized service manual for domestic teachers on the basics of maintaining social networks, virtual communication with their students and their parents, as well as to counter bullying or trolling.
