China News Service, United Nations, February 12. The United Nations Security Council held a public meeting on the 12th to review the Ukrainian issue. Zhang Jun, China's Permanent Representative to the United Nations, spoke at the meeting, calling on the international community to actively promote peace talks and create positive conditions for a political settlement of the Ukraine crisis.

Zhang Jun said that it is of great significance for this meeting to discuss the lessons learned from the Minsk Agreement. Nine years ago, the parties to the Ukraine issue negotiated the Novo-Minsk Agreement, which was unanimously approved by the Security Council. It is recognized by all parties as a basic political document for resolving the issue in eastern Ukraine. It is legally binding and should be recognized by all parties concerned. Comprehensive and effective execution. Regrettably, most of the provisions of the agreement have not been implemented so far, and large-scale conflicts broke out later and have been postponed to this day. This is regrettable and deserves serious reflection by all parties.

Zhang Jun said that China urges relevant parties to actively respond to the international community’s call for peace, strengthen contacts, resume negotiations, gradually accumulate consensus, and achieve an early ceasefire. The international community should actively promote peace talks and create positive conditions for a political settlement of the crisis. Individual countries should immediately stop adding fuel to the fire and stop undermining the diplomatic efforts of the international community.

Zhang Jun said that the Ukraine crisis has profoundly revealed a simple truth, that is, mankind is a community with a shared future. Security is inseparable, personal security and common security are inseparable, and security rights and security obligations are inseparable. The security interests of all countries are equal to each other. The legitimate and reasonable security concerns of any country should be taken seriously and properly addressed. Only by peacefully resolving differences through dialogue and consultation and promoting the construction of a balanced, effective and sustainable security architecture can universal security and common security be achieved.

Zhang Jun said that we must adhere to true multilateralism and respect national sovereignty and territorial integrity, rather than selective application, let alone double standards. We must stir up the turmoil and promote the pure, carry forward the purposes and principles of the United Nations Charter, and enhance strategic mutual trust, instead of drawing ideological lines, provoking confrontation, and weaving exclusive small circles. We must not indulge in force and engage in camp confrontation and military expansion everywhere. We must persist in resolving disputes through dialogue and consultation, and adhere to the general direction of political settlement, rather than engaging in pressure, smearing, unilateral sanctions, let alone the use of force at will. NATO in particular should wake up from the myth of force and stop hyping up threats and clamoring for war.

Zhang Jun said that China is a staunch force in safeguarding international peace and always stands on the side of peace and justice. China is willing to work with the international community to make unremitting efforts to promote the political settlement of hot issues such as the Ukraine crisis and maintain international peace and security.
