In the appeal, the legislator noted that maternity capital funds can only be spent after three years from the date of birth of the child. In some cases, maternity capital can be used immediately after the birth of a child, for example, when paying off a mortgage loan.

However, she added that in small towns, as well as in remote areas of rural areas, there are often no profitable and relevant offers for mortgage products. In addition, the cost of housing in such settlements is low, which makes it possible to purchase residential premises using maternity capital funds, but without using a mortgage loan.

The deputy added that under current conditions, families in sparsely populated areas are forced to wait three years from the birth of a child, without being able to improve their living conditions. This leads to an additional outflow of young families from sparsely populated areas, she believes.

In addition, the current rules for managing maternity capital funds force families with children to take out mortgage loans even in cases where the family does not need them and can improve their living conditions using their own savings and maternity capital funds, Lantratova noted.

“Taking into account the above, it seems possible to allow the use of maternity capital funds to improve housing conditions from the moment of the birth of a child for families who live in settlements with a population of up to 50 thousand people. In this way, it will be possible to improve the quality of life of families with children in small settlements,” the text of the appeal says.
