“My colleagues from the city of Shakhty, Rostov region, brought a local resident to administrative responsibility for improper performance of parental responsibilities,” the message says.
It is noted that on February 10, the police received a report of rough treatment of a child in one of the apartments.
The police found that the child's mother left her daughter with her partner, who abused the child, filming it all on camera.
As RT found out, the man was trying to bring his partner home after a quarrel in this way: she went to stay with relatives. She forwarded the footage to her friends, who published them online.
The woman had previously been charged with theft twice. Neither she nor the man work anywhere; they live on benefits. The girl's natural father is almost not involved in her upbringing.
An RT source familiar with the situation clarified that after the incident, the man and woman reconciled and got married.
The guardianship will recommend that the mother temporarily place her daughter in a child support center. A psychologist is now working with the family.
