Confronting abnormal trends, enhancing social protection, continuing efforts to develop communities, combating poverty and unemployment, and adhering to Arab principles and customs are several recommendations that came out of the Doha Pledge at the conclusion of the work of the High-Level Arab Forum for Multidimensional Social Development, which was held in Doha over two days.

The forum's sessions addressed vital issues about social development, and highlighted sustainable solutions to improve the quality of life of Arab individuals and communities, while the forum expressed its commitment to the Universal Declaration of Human Rights, which aims to provide protection and assistance to the family on the broadest scale.

The participants in the forum considered that strengthening joint Arab developmental social work is one of the most prominent solutions to achieving sustainable development, combating poverty, establishing peace and security, and achieving well-being and social justice, noting the importance of the Doha pledge regarding “promoting integrated social protection and consolidating Arab principles and customs related to the family.” It sets the general directions for successful policies and programmes, especially with regard to the issues of combating multidimensional poverty and promoting the rights of persons with disabilities.

Social protection system

The Minister of Social Development and Family of Qatar, Maryam Al-Misnad, explained that the State of Qatar’s perspective on social protection stems primarily from the essence of national policy governance, which sets in mind the realization of its National Vision 2030 and the harmonious strategies it contains, in which its projects and strategies are interconnected with the goals of sustainable global development, providing the opportunity for all citizens to exercise their rights. Civil, political, economic and cultural.

Al-Misnad said - during her speech at the closing session of the forum - that the State of Qatar firmly believes, from its legal, constitutional and legal principles, that the national social protection system revolves around the pillars of an essential area in society represented by the established family.

Al-Misnad added that the Ministry of Social Development and Family took the initiative to move towards value-added elements to help strengthen the foundations of the family and help it repel Westernization attacks coming from all directions, to dismantle its fabric and replace new values ​​that see individualism as solutions under various slogans colored with ideological aspects that are destructive and productive of all the ills of societies.

Combating poverty

In turn, the International Cooperation Advisor at the Ministry of Social Development and Family, Ali Ahmed Al-Khulaifi, explains that the forum discussed the importance of developing social work in Arab countries, especially with regard to people with disabilities, as well as developing entrepreneurship and productive families in the region and combating poverty and unemployment.

Al-Khulaifi told Al-Jazeera Net that fighting poverty is one of the foundations of comprehensive and sustainable development, as there cannot be poverty and development at the same time.

He adds that the conference participants discussed this issue during the conference sessions, and reached some measures that would support productive families and provide job opportunities in Arab countries, as well as eliminating unemployment.

He explained that the conference also came up with solutions to develop the work of people with disabilities through new techniques and technology for people with special needs so that they can develop their work, which contributes to social and economic development as well.

An effective Arab role

For his part, Dr. Nawaf Kabbara, President of the Arab Organization for the Rights of Persons with Disabilities, considered that social development is a key element in the fight against poverty, because the stronger development, the weaker poverty.

He believes that this conference comes as a continuation of a set of steps taken at the level of the Arab League with regard to disability, the most important of which is the Second Arab Decade for Persons with Disabilities, the disability classification paper approved in Qatar last year, and the conditions of persons with disabilities in situations of crisis and epidemics, which concern us greatly. These days, especially in light of what is happening in the Gaza Strip.

He stresses that there is a set of interventions and solutions launched by the Arab group of countries and the State of Qatar, which are moving towards an effective Arab role in promoting development and social protection, adhering to Arab principles and customs, confronting abnormal trends, enhancing social protection, and continuing efforts to develop societies.

Principles of the Doha Pledge

  • Adhering to the established Arab principles and customs related to the family and natural social relations, and not violating them.

  • Develop plans and programs aimed at strengthening the fabric of the Arab family, preserving the institution of marriage, and eliminating interference that threatens all of human society.

  • Continuing efforts to develop societies, and reconsidering the transition from the individualistic style in favor of the social collective style represented by the family.

  • Strengthening collective patterns and working to find convergence and integration of regional agreements that enhance the practice of a natural family that is ethically and innately established.

  • Repel all attempts to threaten our Arab societies and our future generations, in order to prevent them from deviating and returning to the essence of the family institution.

  • This declaration reflects the unified Arab regional position, based on the directions of Arab leaders in many Arab summit decisions, as well as decisions of the Council of Arab Foreign Ministers and the Council of Arab Ministers of Social Affairs.

  • The family is the foundation of society. Its foundation is religion, morals, and love of the homeland.
