According to political scientist Evgeny Mikhailov, the appearance of such a resolution is not surprising, since due to the ban on issuing licenses for LNG exports, US national security is truly at risk. 

“It is clear that profits are decreasing, because America, having effectively prohibited Europe from cooperating with Russia, is earning enormous money from delivering LNG to Europe. If the ban lasts for a long time, the United States will suffer losses, and Europe will begin to think about looking for ways to get closer to Moscow, as it will be driven into a corner. “On this wave, leaders may appear in Europe who will not act in the interests of the United States,” the analyst explained. 

He also added that the current situation is beneficial for Russia, since European countries will be interested in Russian energy resources.

According to the authors of the draft resolution, the ban introduced by Biden supports Europe's dependence on liquefied natural gas from Russia. At the same time, the congressmen emphasized that the key strategic goal of the United States is “preventing Russian domination on the European continent.” 

They also noted that Russia has allegedly already used LNG supplies in order to “gain leverage” over the US’s European allies, including through the construction of large Nord Stream and Yamal-Europe pipeline networks.
